POSITION OVERVIEW

The Supply Chain Management Shared Service (SCMSS) supports health services delivery across Manitoba by contracting, procuring and distributing supplies, equipment, and services to the service delivery organizations (SDOs) across the health sector. The SCMSS leads the category management health and population cluster for the Government of Manitoba and is responsible for the establishing of contracts for in-0scope items that can be used by stakeholders across public sector partners.
As a part of the SCMSS Team, and under the direction of the Procurement Manager, the Procurement Coordinator is involved in all aspects of procurement in accordance with Shared Health Policy and Procedures. The incumbent is responsible for a group of assigned commodities requiring a high level of expertise and product knowledge. Procurement activities include issuing purchase orders, ensuring contract compliance, sourcing and negotiating price and terms for non-contracted goods, data maintenance, cost savings initiatives, expediting functions and return of goods. Other duties include maintaining contact and liaison with all levels of staff regarding their procurement requirements and participating in work groups specific to purchasing and contracting matters.

EXPERIENCE

  • Four years recent procurement experience with responsibility for making financial commitments via purchase orders.
  • Experience in utilizing computers in performance of duties. Software programs include Microsoft Office programs such as Outlook, Excel, Word, etc.
  • Experience in using the procurement and warehousing functions in Material Requirements Planning (MRP) or Enterprise Resource Planning (ERP) systems such as SAP (preferred), Oracle, AS/400 or others.
  • Experience in dealing with all levels of staff and communicating effectively.
  • Experience on a service desk or used a call tracking system.

EDUCATION (DEGREE/DIPLOMA/CERTIFICATE)

  • Post-secondary Degree, Diploma or Certificate in Business Administration or related discipline.
  • Procurement Program courses are preferred.
  • Supply Chain Management Association Diploma in Supply Management is an asset.
  • An equivalent combination of education and experience may be considered.

QUALIFICATIONS AND SKILLS

  • Demonstrates knowledge of, and support for Shared Health’s Mission Statement and goals, and the Shared Health Code of Conduct.
  • Knowledge of the Personal Health Information Act (PHIA), Protection of Persons in Care Act, Workplace Hazardous Material Information System (WHMIS), Principles of Routine Practices (Universal Precautions) and other legislated acts.
  • Knowledge of filing systems and record keeping.
  • Knowledge of inventory control systems and concepts.
  • Ability to communicate effectively, both orally and in writing, with all levels of staff. Selects the best method of communication for the situation.
  • Ability to organize workload and work methods in order to determine priorities and meet deadlines.
  • Ability to negotiate with vendors and suppliers.
  • Ability to make complex mathematical calculations.
  • High level of accuracy.
  • Ability to readily adapt to fast-paced situations.
  • Ability to comprehend, interpret and apply all policies and procedures pertaining to Shared Health Manitoba’s procurement system.
  • Ability to work in a team-oriented environment.
  • Strong commitment to quality and customer-focused service.
