Job Description Develop and implement a comprehensive procurement strategy aligned with the project schedule, budget, and risk profile. Identify long‑lead and mission‑critical items such as generators, UPS systems, switchgear, chillers, CRAC/CRAH units, BMS, and fire suppression systems. Coordinate with project managers, engineering teams, and cost consultants to define procurement scopes and specifications. Lead market research and supplier identification within the Philippines and regional markets (APAC). Manage supplier prequalification, capability assessments, and due diligence. Maintain a database of qualified vendors for data center MEP, civil works, and technology systems. Prepare and issue RFIs, RFPs, and bid packages for various project disciplines. Facilitate tender briefings, site walks, and clarification meetings. Evaluate technical and commercial bids; coordinate multidiscipline reviews with engineering and commercial teams. Lead commercial negotiations for major procurement packages. Draft, review, and finalize contracts in collaboration with legal and commercial teams. Ensure contracts fully reflect responsibilities, deliverables, performance standards, and risk allocations. Oversee supplier performance in manufacturing, logistics, delivery, and quality control. Monitor procurement progress against schedule, escalating risks and delays immediately. Manage contract variations, claims, and change requests. Support budget development with accurate cost data and procurement market insights. Identify procurement risks and develop mitigation strategies. Track and report cost savings, procurement KPIs, and supplier performance metrics. Qualifications Bachelor’s degree in Engineering, Supply Chain Management, Business, or related field. 8–12 years of procurement experience in construction, engineering, or large‑scale infrastructure projects. Proven track record in data center, semiconductor, industrial, or mission-critical facility procurement preferred. Strong knowledge of MEP, power systems, critical infrastructure equipment, and construction contracts. Experience working in a PMC, EPC, or general contractor environment is a strong advantage. Strong negotiation and contract management skills. Excellent stakeholder communication, both internal and external. Ability to interpret engineering drawings, specifications, and bill of quantities.
