Job Description To be responsible for overall project management in ensuring the quality, cost, statutory, safety and environment issues and project scheduling requirements are met To support with the establishment of the overall success criteria for the project, including time, cost, technical and performance parameters To identify and ensure that the appropriate line manager is aware of quality, safety, health and environment issues To maintain effective project governance, processes and systems to be utilized throughout project To manage the implementation of the master programme, manpower, materials & plant schedules Responsible for the project planning, including producing the detailed project plan To lead and facilitate the overall cross-functional project team To manage the change control process To monitor and advise upon project finances To manage the flow of project information between the team and the client, through regular meetings and written communications To prepare master programme, formal project progress and other reports To take a leading role in interfacing with the client and other consultants, at all project stages To identify opportunities to develop new business with existing clients and reporting such opportunities to the appropriate line manager To ensure that key information and learning generated from each project is input into the Turner & Townsend internal database To ensure prompt client invoicing and utilising of internal accounting systems in order to monitor a project’s financial status Identify and implement best practices in contract, procurement, tender, commercial and vendor management with a focus on the area of construction for all contract works. Assess and assist in the mitigation of vendor risk Accountable for ensuring the EPCm contractor delivers procurement services in accordance with the project schedule requirement, client code of ethics and procurement processes. Manage Long Lead Equipment, Procurement, Tracking, Logistics, import requirements in EPCM stage. Managing a team of external resources who will plan, source, evaluate award, expedite and manage logistics for projects. Prepare tender recommendation report. Ensure appropriate contract structures / types, pricing models, vendor incentive models, service level agreements, performance indicators and cost models are applied consistently across vendors. To advise on contract interpretation including analyzing the entitlement of variations and change orders. To assist the contractor project team in all aspects of contractual management of the project, including attending internal meetings, participating in negotiations regarding claims between contractor and the Owner or with subcontractors and suppliers. To assist in ensuring that contractual notices are issued in accordance with conditions of contract. To identify, assess and minimize the risk of disputes between contractor and any other parties including the Owner. To assist in managing the overall contract program and covering all work to be carried out by subcontractors. Qualifications Degree in Project Management, Construction Management/Engineering or equivalent Minimum 8 - 15 years' experience in commercial, industrial, hi-technology manufacturing related projects. Experience in leading procurement / supply chain / contracts activities for greenfields / new built projects in Asia.
