Description

THE OPPORTUNITY

Procurement activity within the our client has risen significantly over recent years. On-going and upcoming projects have significantly increased activity within the Procurement Department and has a requirement for an onsite Procurement Manager who shall complete their tasks, including those listed below, to the highest standards.
We are looking for a Procurement Professional over a duration of 6 months to take the lead on specific strategic procurement projects.

Your key responsibilities:

  • Management of eTenders during the procurement;
  • Advising on supply market analysis and conducting market consultations;
  • Management of procurement process of tender competitions including receipt and response of tender clarifications and ensuring clarifications and amendments are relayed to tenderers in a timely manner to ensure transparency in the tender process;
  • Acting as the procurement advisor on relevant project steering committees;
  • Liaising with both in-house and external legal advisors on the drafting of tender and contractual documentation;
  • Issuing of coordinating instructions to project SME’s and evaluators;
  • Providing in-house briefing sessions to evaluators prior to evaluation meetings;
  • Coordinating and chairing dialogue meetings with tenderers;
  • Coordinating and chairing evaluation meetings with evaluators;
  • Managing the contract execution process with successful tenderers
  • Issue of Letters of Intent and Standstill letters to tenderers including liaising with unsuccessful tenderers to ensure appropriate feedback is provided;

Additional Responsibilities may include:

  • Liaising with staff in relation to requirement for goods and services for drafting of applicable procurement documents;
  • Support the inclusion of sustainable and green practices;
  • Advising staff as to appropriate method of procurement with reference to procurement thresholds, appropriate legislation, applicable timelines
  • Publishing tender advertisements on both eTenders website and European Journal;
  • Ensuring transitional processes are in place in relation to services being transferred from an incumbent supplier to a new supplier
  • Agreeing contract changes with relevant suppliers and managing the execution of contracts;
  • Publishing contract award notices on both eTenders website and European Journal; and
  • Regular notifications to all staff notifying of any relevant procurement legislation changes and policy and procedures updates.

Requirements for the Role

  • Knowledge of 2016 Public Sector Regulations and 2016 Utilities Regulations;
  • Knowledge of Infrastructure Guidelines;
  • Experience working with the eTenders
  • Excellent interpersonal and communication skills; and
  • Ability to work on own initiative, as part of a team and as leader of a group.

SKILLS AND ATTRIBUTES FOR SUCCESS

  • Good analytical ability, with a logical approach to problem solving and sound judgement;
  • Capacity to proactively and constructively contribute to team tasks;
  • Strong organisational and administrative skills;
  • Strong MS Office and MS Excel skills;
