JOB DESCRIPTION

The City of Lynn Haven is seeking an experienced Procurement Manager to join our team. The ideal candidate will have experience in procurement and be responsible for developing and implementing procurement strategies to optimize the city’s purchasing and contracting functions related to various city-related services.

Responsibilities:

  • Develop and implement procurement policies and procedures to ensure compliance with state and local laws and ordinances, and coordination among city departments.
  • Assist with the drafting of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid (ITBs), including working closely with department heads to articulate scopes of work and other necessary procurement details.
  • Manage and oversee the overall process of solicitation from required posting/advertisement to acceptance of bid proposals and responses.
  • Monitor the bid process, ensuring fairness is maintained.
  • Collaborate with internal stakeholders to ensure their procurement needs are met.
  • Ensure compliance with all Florida state procurement rules and local ordinances.
  • Develop and maintain strong relationships with vendors and suppliers.
  • Identify and implement cost-saving initiatives and process improvements
  • Lead and mentor a team of procurement professionals

Qualifications:

  • Bachelor’s degree in Public Administration, Business Administration, or relevant field of study
  • 5+ years of experience in procurement and purchasing
  • Strong negotiation and contract management skills
  • Excellent communication and interpersonal skills
  • Ability to work effectively in a fast-paced and dynamic environment
  • Strong analytical and problem-solving abilities
  • Certification as a Certified Public Procurement Officer (CPPO) or National Institute of Government Procurement Certified Procurement Professional (NIGP-CPP) is highly desirable.
