BACKGROUND AND PURPOSE OF THE ASSIGNMENT: With CBT/Retailers operations scale up, Procurement Unit has submitted request to recruit additional staff to increase staff capacity and effectively handle CBT/Retailers’ requests. The staff member will be in charge of CBT/Retailers portofolio ACCOUNTABILITIES/RESPONSIBILITIES: 1. Consolidate and analyze data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimizing purchase decisions. 2. Provide oversight, guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities, delivering programmes of a similar nature) on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations. 3. Lead the implementation of procurement projects of moderate complexity or manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services. 4. Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules. 5. Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered. 6. Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization. 7. Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance. 8. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks. 9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 10. Cash Based Transfer/CBT (B2B & Retail, and Financial Service Providers/FSPs). 11. Establishment of Long-Term Agreements/LTAs and contracts related to CBT (B2B & retail, and FSPs). Ensure that agreements/contracts are signed on time and through the required proper procurement processes. 12. Working with Logistics, Programme, TEC and Finance teams, to determine the scope of service for retail selection, participate in the evaluation and contracting of retailers. 13. Together with Logistics unit, arrange on boarding meetings with contracted retailers ensuring the required understanding of CO operations including contracting management and programmatic objectives and retailers’ responsibilities during the contractual period. 14. Managing suppliers’ queries, address specific topics, resolve emerging and urgent operational issues and ensure that the required channels for decision making are followed. 15. Discuss and report strategic aspects to the internal WFP Working Group (Cash and Voucher. 16. Providing Procurement inputs on the transfer modality selection process and operational planning for selected modalities. 17. Creation of Purchase Orders. Monitoring and closure of open items/POs. 18. Procurement Reports related to CBT activities. 19. Assist in reviewing requests related to Goods and Services, and Food procurement, whenever required DELIVERABLES AT THE END OF THE CONTRACT: All Financial Service Providers contracts signed by both parties All Retailers contracts signed by both parties FSPs database created and updated Retailers database created and updated Oversight reports on CBT/Retailers operations.
