Position Overview Upstaff is hiring a Procurement Specialist (Non-IT) to support a major initiative with the Government of Alberta. The successful candidate will manage the end-to-end procurement cycle — from requirements gathering and RFX development to evaluation, vendor debriefs, and contract finalization — ensuring compliance with government procurement policies and delivering value to the department. Tasks Client: Government of Alberta Category: Procurement / Supply Chain Level: Intermediate Location: Onsite – Oxbridge Place, 9820 106 St NW, Edmonton, AB Work Schedule: Monday–Friday, 8:15 AM – 4:30 PM (Alberta Time) Duration: 12 Months (Possible Extension) Start Date: November 2025 Interview Window: November 17–20, 2025 Model: Per-Worker / Onsite Requirements Solicitation Document Preparation • Develop and support procurement strategies aligned with departmental objectives. • Research and refine business and technical requirements. • Draft detailed RFX (RFI, RFP, RFQ) and related documents for stakeholder review. • Identify potential subprojects requiring separate vendor solicitations. • Interpret RFXs for vendors and draft responses to formal inquiries. Evaluation & Debrief • Develop selection methodologies, evaluation plans, and award recommendations. • Review vendor proposals for completeness, accuracy, and compliance. • Support evaluation committees and coordinate bidder conferences. • Document evaluation results, prepare summaries, and support debriefing sessions. Post-RFX Activities • Support contract finalization with selected vendors. • Conduct post-procurement reviews and prepare performance evaluations. • Compile lessons learned and provide process improvement insights. • Maintain complete and auditable procurement and contract files. ⸻ Qualifications & Skills • 3–5 years of procurement experience (public sector preferred). • Strong understanding of RFX and competitive bidding processes. • Familiarity with the Government of Alberta procurement policy framework is an asset. • Strong analytical, documentation, and communication skills. • Post-secondary degree or diploma in Business, Supply Chain, or related field. • SCMA or equivalent designation considered an asset. ⸻ Additional Requirements • Onsite role: Must work from the Edmonton location. • Background Check: A clear criminal record check is required before starting. • Mandatory Training (to be completed after onboarding): • Freedom of Information and Protection of Privacy Act (FOIP) • Cybersecurity and Information Management • Respect in the Workplace • Other required or optional departmental training Benefits Why Join Upstaff At Upstaff, we match talented professionals with government and enterprise projects that make a difference.
