Primary Function: Under the direction of the Executive Director, this position is responsible for developing and implementing a modernization program for the Public Housing Properties. This position is responsible for meeting HUD’s Public Housing Assessment System (PHAS) requirements and assuring compliance with all Authority and HUD Public Housing procedures and regulations for Public Housing Occupancy, Maintenance and Property Management.

Duties and Responsibilities:

  • Prepares modernization improvement work plans and programs including cost estimates
  • Assists Executive Director in interviewing contractors, architects, engineers, and other professional consultants for projects
  • Prepares specifications and bidding for work that does not require architectural assistance
  • Opens and reviews bids
  • Establishes construction schedules
  • Assures proper administration of construction contracts; inspects construction work daily and prepares reports dealing with work progress, quality, deficiencies, and corrective action required if any
  • Prepares settlement documents and closeout reports
  • Maintains records of projects (preliminary through completion) including all contract and payment information compliant with HUD regulation and audit ready
  • Completes and forwards to HUD necessary modernization reports
  • Reviews and oversees the entire construction contract process from pre-bid to lien waiver collection and payment
  • Assists in preparation and execution of contracted work (contracts/modernization) up to and including onsite inspections, Davis Bacon inspections, wage reporting and any other reporting requirements as so directed
  • Implements the findings from current Physical Needs Assessment into 5-year capital fund planning needs
  • Secures and distributes appropriate wage rates to contractors and monitors payrolls for compliance
  • Maintains blueprints, as-built drawings and site maps
  • Submit Monthly Reports to the Executive Director regarding the condition of all MCHA properties as requested
  • Other duties as assigned.

Education and Experience: Thorough knowledge of the principles, practices, and terminology of building construction and renovation. Knowledge of Federal Housing Modernization program regulations a plus. Bachelor’s Degree in Management or commensurate experience. Minimum of 5 years experience in the operation, maintenance and repair of buildings and equipment, preferably large-scale residential developments. Ability to understand and follow oral and written instructions, physical strength and ability required doing manual labor and knowledge of use of mechanic’s tools and equipment. Good knowledge of safety practices in construction work. Ability to make cost estimates of construction projects. Ability to maintain records and make oral and written reports. Ability to establish and maintain good working relationships with others. Normal physical strength to handle routine office, tools, and warehouse supplies. Must be proficient with Microsoft Office suite and Apple iPad/iPhone. Must complete HUD Capital Fund Training within 6 months of hire. Must be able to lift heavy objects (usually 50 – 75 lbs.) on an as needed basis. Valid driver’s license and insurability required. EOE.
