Job Title: Procurement Specialist
Location: North York, ON – Hybrid (2–3 days on-site per week)
Contract Duration: 6 months (with potential to extend in 6-month increments, up to 2 years)
Hours: 35 hours per week, Monday–Friday
Start Date: October 20, 2025 (negotiable)

QUALIFICATIONS & EXPERIENCE

  • 3+ years of experience in procurement and/or contract administration (public sector experience strongly preferred).
  • Proven background in construction contract administration, including scheduling, contract changes, and claims management.
  • Solid knowledge of the Construction Act, construction practices, codes, regulations, and union/trade agreements.
  • Strong understanding of Design-Bid-Build (DBB) delivery models and use of MasterFormat in construction projects.
  • Ability to read construction drawings, perform quantity take-offs, and generate estimates across trade disciplines.
  • Strong analytical, negotiation, and problem-solving skills with the ability to manage multiple priorities.
  • Proficiency in PC applications and software relevant to procurement and contract management.
  • Excellent communication and interpersonal skills; able to lead discussions and guide stakeholders.
  • Familiarity with accessibility and human rights legislation (Ontario Human Rights Code).

EDUCATION & TRAINING

  • University degree or college diploma in Business, Commerce, Supply Chain Management, or a related field; or an equivalent combination of education, training, and experience.

ABOUT THE ROLE

We’re seeking a detail-oriented Procurement Specialist with strong experience in construction services procurement and contract administration. In this role, you will lead pre-award activities for complex, high-value construction contracts, ensuring compliance with procurement policies while supporting internal teams and stakeholders.

KEY RESPONSIBILITIES

  • Manage all pre-award procurement activities for construction and design/build projects, including consultant and engineering contracts.
  • Collaborate with end-users to ensure procurement efforts align with project schedules and requirements.
  • Review and provide feedback on statements of work, technical specifications, and terms of reference.
  • Develop evaluation criteria, scoring weights, and proposal submission requirements.
  • Conduct market research and benchmarking against other public entities to ensure competitiveness.
  • Chair procurement-related meetings, including negotiations, pre-bid sessions, site tours, kick-offs, and bidder debriefings; prepare and distribute meeting minutes.
  • Respond to supplier complaints, defend corporate positions, and document evaluation processes.
  • Prepare reports and updates on procurement progress, budgets, cost distribution, and special projects.
