Background MTR Corporation’s Procurement and Supply Chain (P&SC) function oversees circa HKD 20 billion annual expenditure with over 3,000 suppliers across a diverse range of spend categories supporting HKTS (rail operations), HK Properties (commercial malls and residential estates) and corporate function stakeholders. P&SC is committed to achieving practice excellence in demand & category planning, sourcing & contracting, commercial & contract management, supplier relationship and performance management, and supply chain and ESG risk management. Responsibilities Category Management: Responsible for the execution of the end-to-end procurement and supply chain management in office supplies, equipment & services, fuel supplies & chemicals, uniform & clothes to support Corporate Functions and Business Units. Source-to-Contract (S2C): Assist in planning and developing sourcing and contracting strategies, maximize competitive cost/value delivered whilst addressing World Trade Organization (WTO) / Government Procurement requirements. Support effective, efficient and collaborative execution of procurement plans and strategies from initial market engagement to final contract award (including specification reviews, risk assessments, bid management, supplier proposal evaluations, commercial and contract negotiations, and final contract award). Supply Chain Risk Management: Assist in supporting pro-active supply chain risk identification and assessment efforts, develop and implement fit-for-purpose mitigation strategies with inputs from relevant category teams and business stakeholders. Understand business and operational risks and opportunities (including supply availability, reliability, sanctions and compliance/audits). ESG/Sustainability: Assist in support review and incorporation of ESG goals and targets in category plans, understand suppliers’ ESG performance and help engaging with them to foster their adoption of ESG targets, capability roadmaps and action plans. Transformation: Assist in maximizing business value outcomes through innovations and adoption of procurement leading practices.
