JOB SUMMARY

The Chief Data Officer (CDO) Group mission is to enable UKHSA to make the nation’s health secure through safe and innovative digital capabilities and by the transformation of public health data, analysis, insight and surveillance. In Digital Development and Operations, we do this by delivering services which meet and maintain the Digital Service Standards (https://www.gov.uk/service-manual/digital-by-default). We proactively partner, across UKHSA and beyond, to influence, design and deliver digital and technology products and services that underpin Agency objectives, and provide tangible, valued business and citizen health outcomes.
As a Product Manager you will lead one or two multi-disciplinary squads within a portfolio of work. The Product Manager will develop working relationships and communicate regularly with a wide range of individuals, clinical and non-clinical, internal and external to UKHSA.
You will assess value, develop cases, and prioritize stories, epics and themes to ensure work focuses on those with a maximum value that are aligned with product strategy.
Working closely with key stakeholders and multiple customers to set, priorities, and accept the work generated across multiple platforms. The owner of the product roadmap, responsible for effective management of the product backlog and agreeing this with disparate business stakeholders.

JOB DESCRIPTION

As a Product Manager, you will

  • Work with stakeholders up to and including Ministers (or equivalent), providing advice in a format that allows risk-based decisions to be made to reach outcomes and ensure smooth delivery
  • Deliver services that meet UKHSA requirements and are best in class for government, giving the same level of digital experience users expect from daily interaction with the most respected web services
  • Create digital and technology strategies, roadmaps and plans for products, considering demand across the team, and highlighting potential gaps and risks

  • Be part of one or more multi-disciplinary agile delivery teams to deliver excellent new products and iterations to existing products to meet user needs.
  • Gather user requirements based on a communicable understanding of diverse audience groups
  • Define and get user buy-in for product definition and delivery approach.
  • Create effective, prioritised product descriptions and delivery plans to meet user needs in a cost-effective way.
  • Underpin the delivery and iteration of digital services through effective analysis of qualitative and quantitative user data

  • Interpret user research to make the correct product decisions, noting that users do not always know what they want.
  • Keep abreast of changes to user habits, preferences and behaviours across various digital platforms and their implications for successful delivery of government digital services.
  • Provide leadership across the organisation in digital, making the case for digital and agile ways of working.
  • Develop and manage stakeholder relationships within UKHSA Technology and externally to create buy in for the product
  • Communicate credibly with a wide range of digital delivery disciplines and talent both internally and externally.
  • Be actively involved across partner and user communities to promote the department’s principles and foster a collaborative approach to solution delivery and engagementIn addition to the job specific already mentioned, this role will require adherence to all UKHSA Policies and Procedures.
  • All staff are expected to contribute to the delivery of corporate goals and objectives.
  • The role holder may be expected to support corporate service activity as set out in the Corporate Services Standard Operating Procedures.

  • Product Leadership: has experience of using a product-led approach to delivery and participation in product management community activities
  • Product Management: has experience of validating what adds value now versus the future and address uncertainty around scope.
  • Strategic Ownership: has experience in developing a strategy and visions for products and focussing on outcomes, not solutions.
