The NDP Program Advisor (Delivery) provides strategic and operational leadership across the planning and delivery of complex infrastructure programs, ensuring projects are effectively developed, funded and delivered in alignment with established frameworks and funding requirements. The role supports end-to-end program delivery by providing expert technical, commercial and procurement advice, while driving efficient, compliant and outcome-focused project execution. This is a 12 month contract role. What you'll do: Provide leadership across preconstruction and construction phases of infrastructure programs, ensuring alignment with established project management frameworks. Guide Project Managers in planning, feasibility assessments, design development and delivery strategies to support successful project outcomes. Support the delivery of early phase works, including emergency and immediate response projects, ensuring timely and effective implementation. Provide technical oversight across project development, stakeholder engagement and detailed design activities. Ensure project documentation, including initiation documents, risk registers and delivery plans, meet compliance and governance requirements. Develop and implement program delivery strategies to improve cost certainty, efficiency and overall project performance. Oversee the preparation and review of funding submissions to ensure eligibility, compliance and alignment with funding requirements. Provide assurance that project scope, cost estimates and delivery approaches align with approved funding and program objectives. Deliver high-level commercial and procurement advice to support effective contract development and delivery strategies. Act in a senior leadership or project director capacity for nominated projects, maintaining accountability across all delivery phases. Monitor project performance, risks and milestones, ensuring issues are identified and managed proactively. Build and maintain strong relationships with internal and external stakeholders to support collaboration and successful delivery outcomes. What you'll bring: Extensive experience delivering large-scale infrastructure or capital works programs, particularly within transport or civil project environments. Demonstrated experience in leading projects through preconstruction and delivery phases, including planning, design and execution. Strong understanding of project management frameworks, governance processes and funding compliance requirements. Proven experience working within disaster recovery, infrastructure funding or similar program environments is highly desirable. Experience developing procurement strategies, commercial frameworks and contract delivery models. Demonstrated ability to lead multidisciplinary teams and manage complex stakeholder relationships. Strong capability in risk management, cost control and program performance monitoring. Excellent communication and leadership skills, with the ability to influence stakeholders and provide strategic advice. Relevant tertiary qualifications in engineering, project management or a related discipline. Professional certifications or registrations (e.g. project management or engineering) are highly desirable. Ability to operate in complex, high-pressure environments with competing priorities and tight timeframes.
