A Program Analyst/Human Resources Liaison serves as a crucial link between a company’s human resources department and its various programs or departments. This role involves using analytical skills to assess program effectiveness and employee needs, while also acting as a primary point of contact for HR-related matters. The position requires a blend of data analysis, problem-solving, and strong interpersonal communication to ensure that human resources policies and initiatives align with the operational goals of the organization’s programs. Our client is seeking a detail-oriented administrative and program support staff member to serve as a Human Resources Liaison for its Washington, DC-based technical assistance program.

REQUIREMENTS

  • Bachelor’s degree in human resource management, public administration, international affairs, social sciences, or related field
  • Minimum of 5 years of experience in a HR management, project coordination, and U.S. government foreign assistance
  • Talent Management: Proven experience in conducting job analyses, writing comprehensive position descriptions, and leading effective interviews.
  • Employee Lifecycle Management: Skilled in both onboarding new employees and managing the offboarding process for departing staff.
  • Communication & Collaboration: Excellent written and verbal communication skills with the ability to work both independently and as part of a team.
  • Interpersonal & Analytical Skills: Adept at engaging with diverse audiences, solving complex problems, and providing exceptional customer service.
  • Strategic Advising: Capable of advising senior leadership on all personnel matters, with a specific focus on the recruitment, onboarding, and management of personal services contractors.
  • Technical Proficiency: Highly proficient in using HR systems and standard office software, including SharePoint, Excel, Word, Adobe, and PowerPoint.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Human Resources
  • Human Resources certifications
  • Certificate of Recognition (COR) certification
  • Experience using HR Connect and office automation software like Power Automate.
  • Familiarity with the State Medical clearance process and the ethics and security requirements for Personal Services Contractors (PSCs).
  • Knowledge of position classification standards.
Responsibilities
  • Act as a key liaison between management, employees, and the HR department, assisting with the implementation of policies and procedures related to recruitment, staffing, position classification, and benefits.
  • Serve as a representative for the organization in meetings and discussions on HR-related topics.
  • Provide recommendations to senior staff on HR matters and effectively communicate management’s position to employees.
  • Act as a Contracting Officer’s Representative (COR) for maintaining HR records and processing security clearance requests.
  • Research, analyze, and develop effective processes for onboarding new staff, particularly personal services contractors (PSCs).
  • Develop and coordinate organizational and procedural changes within HR to align with evolving program priorities and requirements.
  • Prepare and deliver comprehensive HR briefings for senior staff on new initiatives.
  • Advise senior management on necessary changes to HR methods and policies and help implement those changes.
