StraCon Services Group, LLC is seeking a Program Analyst, Journeyman to support our NAVAIR customer at Patuxent River, MD. This is a hybrid schedule position. The Program Analyst, Journeyman will serve as the PMA Live, Virtual, Constructive (LVC) Consortium Action Officer and report to the PMA Team Deputy Program Manager. Specific functions performed are, but not limited to, the following:

EXPERIENCE/QUALIFICATION REQUIREMENTS:

  • A minimum of 3-10 years of professional experience with the job duties listed above.
  • Experience with Funding, Budgeting, and Spend Plan documentation management and execution.
  • Strong analytical and problem-solving skills with attention to detail.
  • High-level communicator with excellent verbal and written communication skills.
  • Experience with Navy Correspondence.
  • Proactive, self-motivated, and capable of working independently or in a team environment.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).

EDUCATION REQUIREMENTS:

  • Bachelor’s degree.
  • Allowable Substitution:
  • Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.
  • Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

SECURITY REQUIREMENTS:

  • Must be able obtain and maintain a Secret security clearance.
Responsibilities
  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget, and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management.
  • Overall coordination and management of PMA LVC Consortium including alignment with Master Plan framework, guidance to stakeholders, task list updates, and management of battle rhythm.
  • Assists in providing business management support to the IPT while also assisting with day-to-day meetings, operations, and tasking.
  • Plans, schedules, coordinates, and facilitates classified and unclassified meetings.
  • Attends, participates, supports, analyzes, provides input, develops, prepares, and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
  • Supports development of briefings and material to support POM submissions, PMA Program Management Reviews, PEO (T) Executive Review Boards, and other presentations as required.
  • Assists in coordinating and communicating with LVC-participant programs both within the PMA and across NAVAIR and the Fleet.
  • Supports the ATLaS Team DPM in development and refinement of acquisition requirements for LVC with OPNAV sponsors, NAVAIR Program Offices, and Fleet stakeholders.
  • Assists in drafting and formatting requirements and other technical documentation.
  • Assists in developing internal and external communications including coordinating responses to queries, data calls, drills, and other requests for information from NAVAIR, Congressional Liaison, Industry counterparts, other services, Fleet activities and higher echelon DoN and DoD organizations.
  • Assists in interpreting the intent of new or revised policy and guidance and recommends changes to current PMA policies, approaches, and procedures.
