Description The Program Analyst provides critical financial and program management analysis support for large-scale Civil Works inland navigation mega projects within the U.S. Army Corps of Engineers (USACE), Pittsburgh District. This role directly supports Government Project Managers by analyzing project financial performance, managing funding execution, and delivering data-driven insights that inform strategic decision-making. The Program Analyst plays a central role in ensuring projects remain on schedule and within budget by monitoring financial activity, preparing reports, and coordinating with stakeholders across multiple functional areas. Key Responsibilities Financial Analysis & Execution Support Analyze project financial data to assess execution performance and funding utilization Monitor labor and contract expenditures to ensure alignment with planned budgets Evaluate financial trends and provide recommendations on funding adjustments Support development and maintenance of financial tracking tools and reports Budget & Funding Management Create, update, and manage Purchase Requests and Commitments (PR&Cs) within financial systems Track and reconcile project obligations, expenditures, and available funding Assist in managing Unliquidated Obligations (ULOs), including analysis and resolution actions Coordinate with stakeholders to ensure funding accuracy and proper allocation Reporting & Data Analysis Generate recurring financial and performance reports using systems such as: Corps of Engineers Financial Management System (CEFMS) Engineering Data Warehouse (EDW) Develop and maintain: Budget vs. Actual reports S-Curve execution reports Monthly financial reporting packages Ensure all reporting is accurate, timely, and aligned with USACE standards Project Performance Monitoring Track project performance metrics and identify risks or variances Provide analytical insights to support decision-making by Project Managers Support development of projections and forecasting models for future funding needs Participate in project meetings and provide updates on financial status Systems & Data Management Utilize and maintain data across multiple government systems and databases Validate data accuracy across reporting tools and reconcile discrepancies Support updates to financial systems and ensure proper coding and data integrity Stakeholder Coordination Collaborate with Project Managers, Resource Management teams, and other stakeholders Support communication of financial data and recommendations to leadership Provide input for briefings, reports, and decision-making materials Process Improvement & Compliance Identify opportunities to improve financial tracking, reporting, and workflows Ensure compliance with USACE financial policies, procedures, and regulations Maintain audit-ready documentation and support internal/external reviews Requirements Bachelor’s degree in: Finance, Accounting, Business, Economics, or related field Minimum 3+ years of experience in: Program analysis Budget/financial analysis Project management support in a government or similar environment Demonstrated experience with: Financial analysis and reporting Data interpretation and trend analysis Required Skills Strong analytical and problem-solving abilities Proficiency in Microsoft Excel and data analysis tools Ability to work with large datasets and multiple systems Strong written and verbal communication skills Ability to manage multiple priorities in a deadline-driven environment
