SAIC's Horizon 2 program is seeking you, our latest Program Analyst to serve as a subject matter expert in the development of Operational Space Command and Control best practices. You will play a crucial role in providing recommendations for resiliency and availability of DoW software systems pertaining to space, best practices for securing supply chain, and enabling effective processes and procedures to protect the nations space programs. This position is based at Vandenberg Space Force Base, CA. In this role, you will be collaborating closely with the Space Systems Command's Battle Management Command, Control and Communications, and Intelligence (BMC3&I) Program Executive Office's Space C2 Program Management Office. Your primary responsibilities will involve contributing to the development, deployment, modernization, and expansion efforts of the Space C2 program. The position requires you having an in-depth experience with DoW program acquisition processes and documentation. You will interact and coordinate daily with numerous stakeholders (Program Managers, Contracting Officers, System Engineers, and external/partner organizations). Fun stuff you will do on the job: Provide advice to the Program Manager and Senior Space Force Leadership regarding acquisition strategies, contracting, budgeting, and execution. Provide operations expertise to projects such as requirements development, systems design and testing, systems integration, tactical/operational command and control analysis. Gather, process, and analyze military tactical and operational data in support of planning and operations. Assist with securely scaling development of prototyped systems to enterprise operational applications for space. Sustain development and refinement of acquisition strategies, as well as identify program execution issues and provide recommendations. Generate presentation materials, status briefings, and strategic communication products to assist the government customer in achieving favorable program outcomes. Perform analyses of program business cases and risk assessments; offer actionable recommendations to the program manager. This is you: This is you: Bachelor’s Degree and 10 years of experience with: Implementing large scale, highly-available, complex solutions for software services and applications. Supporting Department of War Space Command and Control mission areas. Must have an in-scope security background investigation (T5), adjudicated for SCI eligibility and rolled in the Continuous Vetting program (if applicable). Must be willing to be nominated for access to Sensitive Compartmented Information and Special Access Programs and consent to a polygraph examination (as required). You will wow us even more if you have experience will the following: Development of best practices regarding maintenance, administration, engineering, architecture, development, patching, and upgrades of various applications, and systems used for space operations. Understanding of enterprise IT change and configuration management policies, implementing changes to operational systems, software, devices, etc. (e.g. access management, monitoring, configuration management, etc.) Management of system configuration and monitoring changes to increase effectiveness or efficiencies in the systems capabilities toward monitoring and implementing logical access controls to enforce policy. Experience at tactical/operational space operations unit. Knowledge and technical expertise in Software Acquisition Pathway/DevOps Practices. Familiarity with DoW SW acquisition practices as described in DoDI 5000.87. Familiarity with project management tools like Jira and Confluence.
