Position 4: Program Budget Analyst-- Expert (Financial Management) TS/SCI CLEARANCE REQUIRED Duties include: Provide advisory support to NGA seniors and program managers on Tactical Data Systems. Assist the government program manager with rapid execution of tactical data projects with a focus on interoperability, testing, tactical data ingest, processing, exploitation/analysis, storage, dissemination and associated infrastructures. Support the GEOINT Functional Team at meetings during coalition partner forums and provide specific inputs for annual DCGS data calls and DCGS CONOPS documents. Support TIAT at executive level meetings with principals at OUSD(I) and provide specific inputs to briefings and annual programmatic documents. Provide program planning to support the DCGS family of services and Commonwealth partners, in support of coalition information sharing and interoperability efforts. Support joint and coalition interoperability events, tests, trials, demonstrations, and exercises for DCGS systems to facilitate joint/coalition enterprise interoperability. Assist DCGS government representatives develop annual DCGS work plan that articulates short, mid, and long-term goals for the DCGS as well as deliverables. Advise the Program Manager (PM) throughout the program life-cycle on cost, schedule, risk and performance issues. Assist government program managers with preparing support documentation to include funding documents to obligate funds, Support Agreements, Interagency agreements, Statement of Work/Objectives, Independent Government Estimates, Determinations and Findings, Justifications and Approvals, and Request for Procurement Services. Assist government program managers in providing answers/input on funding from NGA, OUSD(I), DNI and Congress. Support the development of various NGA briefing materials and responses to questions, request for information, and various inquiries from ODNI, OSD and OMB as appropriate, as it relates to TIAT programs. Support the preparation and monitoring of Supplemental/Over guidance requirements. Provide support to NGA Program Mid-year and End-of-Year Execution Reviews. Exercise a solid working knowledge and capability in the use of various spreadsheet, database, and Microsoft PowerPoint software. Skills and Experience: Required: Bachelor’s degree in a business-related field such as Business, Finance, Accounting, or Economics, or equivalent work experience Demonstrated specialized experience with DoD or other government agency budgetary or finance processes. Demonstrated specialized experience justifying/defending programs and budgets. Desired: Demonstrated knowledge of NGA’s core mission and how its program, budgets and resources that support the mission. Demonstrated knowledge of the U.S. Intelligence and DoD Funding Programs to include budgetary processes and funds execution. Demonstrated knowledge of fund execution policies for principal DoD appropriations. Demonstrated specialized experience researching, maintaining and presenting current and future budget analysis in the form of briefings to all management levels to support budget decisions.
