SAIC is seeking a Program Budget Analyst located in Hawaii to support USINDOPACOM to assist in financial operations and travel-related processes within a federal environment. JOB DESCRIPTION: · Administer and process Defense Travel System (DTS) authorizations and vouchers, as well as work with federal financial management systems, and manage funding documentation from issuance through closure. · Review Military Interdepartmental Purchase Requests (MIPR) transactions, monitor obligations and expenditures, coordinate with servicing agencies, resolve discrepancies, and prepare final MIPRs for closeout. · Review Defense Travel System (DTS) Unliquidated Obligations (ULO), coordinate with travelers and other Command's DTS AOs, resolve discrepancies, reconcile obligations, and submit de-obligation documents to the Joint Staff. · Liaise with SIF managers and financial analysts to ensure alignment of financial activities with operational goals. · Ensure all financial activities comply with the Joint Staff Instructions/Guidance, DoD Financial Management Regulations (FMR), and agency-specific policies. · Print, organize, and prepare official documents for meetings, audits, and briefings, including binding and compiling materials for senior leadership. REQUIRED EDUCATION AND EXPERIENCE: · Bachelors and three (3)+ years of related experience; additional four (4) years of experience accepted in lieu of degree. · Experience in federal financial management or resource management. · Proficient in Defense Travel System (DTS), including processing authorizations and vouchers. · Experience working with systems such as Navy Enterprise Resource Planning (ERP) system, Defense Agencies Initiative (DAI) or similar federal ERP systems. · Familiarity with federal funding documentation processes and lifecycle. · Strong understanding of DoD or federal finance regulations and policies such as DoD Financial Management Regulations (FMR). · Strong skills in Microsoft Excel (pivot tables) and potentially other data analysis tools. REQUIRED CLEARANCE: · Must be able to obtain a full Secret clearance; Interim Secret required to start, SAIC will help to obtain. · Must be a current US Citizen. DESIRED SKILLSET: · Experience working with financial systems such as the Standard Accounting, Budgeting, and Reporting System (SABRS). · Experience with the legacy financial management system used by the Navy Standard Accounting and Reporting System (STARS). · Experience working within a DoD Component or Combatant Command. · Knowledge of audit readiness and financial reporting requirements.
