Description
SAIC is seeking a Program Budget Analyst to join our team in Aberdeen, Maryland. Job Description: Prepare, review, and validate a wide range of financial documents for execution, including Project Work Directives (PWDs), Military Interdepartmental Purchase Requests (MIPRs), and other budgetary instruments. Ensure all financial documents are complete, accurate, and compliant with applicable regulations (DoD Financial Management Regulations, OMB Circulars, etc.) prior to submission. Track the status of financial documents through the execution process, proactively identifying and resolving any issues or delays. Prepare regular financial reports and briefings for stakeholders, summarizing budget status and providing actionable insights. Interpret and apply relevant program and budgetary policies, laws, and regulations. Ensure strict compliance with established budgeting techniques and financial management principles. Develop and maintain accurate financial data within assigned programs, supporting internal reviews and monitoring of financial execution. Monitor commitments, obligations, and fund disbursements to ensure alignment with Department of the Army (DA) goals and objectives. Monitor budget execution, tracking expenditures against approved allocations and identifying potential overruns or underruns. Provide expert technical advice and guidance to stakeholders on financial matters, including program budgeting and resource allocation. Assist with preparation for and execution of financial audits. Ensure full compliance with all audit requirements and address any audit findings promptly and effectively. Maintain documentation to support audit readiness. Required Education: Bachelors and five (5) years or more related experience; Masters and three (3) year of related experience; four (4) years of experience considered in lieu of degree Qualifications: Proficiency in preparing and processing financial documents (PWDs, MIPRs, etc.). Strong analytical and problem-solving skills. Excellent communication (written and verbal) and interpersonal skills. Experience with Defense Finance and Accounting Service (DFAS) systems preferred.
