JOB SUMMARY:

This is an administrative/management position
responsible for coordinating housing and community services at the166 Riverside Shelter. The candidate hired into this position will be responsible for implementing established policies, as well as working closely with Division leadership on researching and executing best practice models. This position will assist with special projects as needed, especially as they contribute to the City’s Plan to Prevent and End Homelessness. A successful candidate in this position will have experience with hiring, training and supervising staff as a large portion of this role will provide support in these areas to the housing and prevention & diversion employees. This position is also responsible for scheduling, approving time off requests and following established overtime procedures. Additional responsibilities include oversight of the housing and community services initiatives and monthly statistical reports and for data quality entry into Service Point (HMIS). The candidate in this position will also supervise General Assistance billing for the shelter and work collaboratively with the Shelter’s Operations Coordinator to ensure all services are being delivered in a way that promotes a pathway to self-sufficiency.

REQUIRED SKILLS & EXPERIENCE:

  • Bachelor’s degree in the area of human services, public health, or related field required, as well as considerable experience in social services or public health field, including supervisory experience.
  • Equivalent combination of training and experience accepted.
  • Knowledge of program population issues, regions, and sectors related to specific program.
  • Administrative skills, including grant writing, recordkeeping, grant management, outcome measurement, and quality assurance.
  • Experience in case management and crisis intervention.
  • Ability to develop and implement policies and procedures.
  • Familiarization with budgets and financial management.
  • Experience and knowledge in working with individuals, families, and target populations.
  • Working knowledge of Microsoft Windows and Google Workspace.
  • Ability to communicate effectively verbally and in writing.

NECESSARY SPECIAL REQUIREMENTS:

  • Must possess a valid State of Maine Class C driver’s license.
  • Must have access to an automobile for work.
  • Must have and maintain a good driving record.

Responsibilities
  • Provides oversight of operations for assigned program and coordinates all program activities
  • May be responsible for meeting requirements for agency licensure, Medicaid billing, and governmental review.
  • Assigns, directs, and coordinates cases. Reviews case records and plans for providing service to clients.
  • Consults with the Medical Director as appropriate; determines appropriate services including when to terminate services.
  • Conducts specialized workshops appropriate to the assigned program; offers educationalpresentations to providers.
  • Participates in the grant application and renewal process, program planning, and service evaluations with all applicable federal and state regulations.
