This position is located in the Department of Health (DC Health) within the Health Systems and Preparedness Administration (HSPA), Office of Deputy Director of Operations (ODDO). This position will collaborate with another program coordinator to support the District’s High-Needs Healthcare Career Scholarship Program. Local and federal dollars fund the Program to support the training, licensure, and ultimate employment of healthcare professionals identified by the DC Council as requiring additional support (i.e., nursing assistive personnel, EMTs, AEMTs, and paramedics). The incumbent will work with DC-based training partners to expand opportunities through grant funding for persons seeking careers within the field. The incumbent will work extensively with grant processes, including, but not limited to, drafting grant opportunities, evaluating applications, financial oversight, budget formulation, monitoring, and evaluation.

QUALIFICATIONS AND EDUCATION

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: A Bachelor’s degree in public health, education, healthcare administration, or a related field.

Responsibilities

The Program Coordinator for the District’s High Needs Healthcare Career Scholarship Program will manage a broad range of activities to ensure the program’s effectiveness in expanding the licensed healthcare workforce. This includes planning, coordinating, implementing, and monitoring program workflows and deliverables for DC-based training centers receiving grant funding. The coordinator will develop and implement work plans and strategies to achieve program objectives, facilitate communication of goals and progress to senior leadership, and produce detailed reports and recommendations for improvement. They will conduct program evaluations, analyze workflow methods, and design procedures to enhance operational efficiency. Additionally, they will research and recommend data systems to improve data collection, information sharing, and program evaluation, ensuring that the program is aligned with relevant District and federal policies, regulations, and accreditation standards.
The Program Coordinator will provide targeted technical assistance to training centers, guiding them on program compliance, reporting, and effective practices to increase the number of licensed healthcare professionals covered by the program. They will continually assess progress toward measurable outcomes, develop and maintain partnerships with healthcare providers, community-based organizations, and other partners, and encourage adoption of evidence-based strategies. The role requires staying informed of national and regional best practices in public health workforce development, updating District program plans as necessary, and ensuring the program’s contributions are both impactful and sustainable. By fostering collaboration among partners and leveraging data-driven insights, the coordinator will play a critical role in ensuring the scholarship program meets its intended goals and supports the District’s broader public health objectives.
