Job Description We're seeking an exceptionally experienced Program Delivery Manager to join our organization in Makkah, Saudi Arabia. In this strategic leadership role, you will oversee the successful planning, execution, and delivery of a complex portfolio of programs while ensuring alignment with organizational objectives and enterprise strategy. The ideal candidate will demonstrate visionary leadership capabilities, exceptional organizational acumen, and a proven track record of delivering transformational, enterprise-level programs on time and within budget. You will be responsible for directing cross-functional teams, managing sophisticated stakeholder ecosystems, driving organizational capability development, and establishing best-in-class program delivery processes across the enterprise. Develop and maintain comprehensive program portfolios, strategic timelines, and sophisticated budgets, ensuring all deliverables are completed on schedule and within allocated resources while optimizing enterprise-wide capacity Lead, mentor, and develop high-performing program teams and emerging program management talent, fostering a collaborative, high-accountability environment while establishing organizational standards for performance and quality Proactively identify, assess, and mitigate complex program and portfolio risks, implementing robust contingency strategies and governance frameworks to minimize impact on delivery outcomes and organizational objectives Manage sophisticated stakeholder communications across executive, board, and operational levels through strategic status updates, executive briefings, and governance reporting, ensuring transparency and alignment across the enterprise Optimize resource allocation across multiple concurrent programs and portfolios, managing complex interdependencies, resolving resource conflicts, and maximizing organizational capacity utilization Monitor program and portfolio performance against advanced metrics and KPIs, conducting sophisticated variance analysis and implementing data-driven corrective actions to drive continuous improvement Oversee comprehensive budget management and financial stewardship, providing accurate forecasting, cost control, and P&L accountability throughout the program lifecycle and across the portfolio Champion process improvements and organizational adoption of best practices, leveraging lessons learned and industry benchmarks to enhance program delivery efficiency and establish enterprise standards Coordinate seamlessly with internal departments and external partners, managing complex interdependencies and ensuring successful program execution across organizational boundaries Maintain detailed program and portfolio documentation, including strategic schedules, budgets, risk registers, change logs, and governance artifacts for audit, compliance, and organizational learning purposes Qualifications Minimum 20 years of progressive program and project management experience in complex corporate environments, with demonstrated success leading enterprise-level initiatives Extensive expertise in strategic program planning, advanced scheduling techniques, and sophisticated resource management across multiple concurrent programs Proven mastery in stakeholder management and executive-level influence, with the ability to navigate and align diverse organizational interests and competing priorities Deep experience in comprehensive budget management, financial forecasting, cost control, and P&L responsibility for large-scale programs Advanced knowledge of enterprise risk management frameworks, mitigation strategies, and contingency planning with measurable impact on program outcomes Demonstrated success in building, leading, and developing high-performing teams, including mentoring emerging program management talent Expert-level proficiency in program management software and tools (MS Project, Jira, Asana, or similar platforms) with ability to optimize tool utilization across organizations Exceptional analytical and problem-solving capabilities with strong attention to detail and ability to drive data-informed decision-making Excellent written and verbal communication skills with proven ability to present to C-suite executives and board-level stakeholders Extensive experience with Agile, Scrum, and hybrid delivery methodologies in enterprise settings Advanced knowledge of change management principles, organizational transformation, and adoption strategies Proficiency in advanced data analysis, business intelligence tools, and executive reporting and dashboards Extensive experience in portfolio management, program governance, and managing complex interdependencies across multiple concurrent programs Preferred: PMP, PgMP, or equivalent advanced program management certification Preferred: Experience in international program delivery and cross-cultural team leadership Additional Information About AECOM AECOM is proud to offer comprehensive benefits to meet the diverse needs of our employees.
