POSITION SUMMARY:

The Program Director for the Early Childhood Intervention (ECI) Program provides leadership, oversight, and direction for all aspects of the ECI program at Bay Area Rehabilitation Center. This role ensures compliance with all federal, state, and local regulations, maintains high standards of service delivery, and fosters a culture of excellence, collaboration, and family-centered care. The Director is responsible for supervising program staff, overseeing service delivery, and ensuring program goals align with the mission of the organization.

Responsibilities
  • Provide strategic leadership and administrative oversight of the ECI program.
  • Ensure compliance with Texas Health and Human Services Commission (HHSC) regulations and ECI contract requirements.
  • Hire, train, supervise, and evaluate ECI program staff, including therapists, service coordinators, and administrative support.
  • Maintain program records and documentation according to funding and regulatory guidelines.
  • Oversee the intake, assessment, IFSP (Individualized Family Service Plan) development, and service delivery process.
  • Monitor program outcomes and quality assurance measures; implement improvement plans as needed.
  • Ensure timely and accurate billing and documentation in coordination with the Accounting and Billing Departments.
  • Collaborate with families, community partners, school districts, and other stakeholders to promote family engagement and coordinated services.
  • Manage program budgets, staffing, and resource allocation efficiently.
  • Represent the ECI program and Bay Area Rehabilitation Center in public forums and with key stakeholders.
  • Provide staff training and ongoing professional development to ensure compliance and growth.
  • Participate in leadership team meetings and contribute to agency-wide planning and initiatives
  • Bachelor’s degree in Early Childhood Education, Special Education, Social Work, or a related field required; Master’s degree preferred.
  • Minimum of 5 years of experience in early childhood intervention or a related human services field.
  • Minimum of 3 years in a leadership or management role within an ECI or similar program.
  • Demonstrated knowledge of ECI policies, family-centered practices, and Part C of IDEA.
  • Strong leadership, organizational, and communication skills.
  • Ability to work collaboratively across departments and with diverse populations.
  • Proficiency in electronic documentation and reporting systems.
  • Valid Texas driver’s license and ability to travel locally as needed.
