Parsons is seeking a Program Director to lead a complex PMO program with significant impact on the local community. In this role, the Program Director is accountable for the strategic leadership, governance, and delivery of one or more large‑scale, complex programs and portfolios, typically valued up to $5Bn. The role provides enterprise‑level oversight across scope, schedule, cost, risk, quality, and stakeholder outcomes, while ensuring alignment with Parsons’ strategic objectives and contractual commitments. This position serves as Parsons’ senior representative to the client, leading multidisciplinary teams and driving consistent, high‑quality delivery across multiple projects and workstreams. What You'll Be Doing Strategic Leadership & Governance: Establish and mature the PMO’s methodologies, processes, and tools, ensuring compliance with organizational standards. Portfolio Management: Oversee the end-to-end execution of enterprise-wide initiatives, directing projects, managing dependencies, and managing senior-level stakeholder expectations. Performance Optimization: Develop KPIs and dashboards to track program health, financial forecasting, and benefits realization. Risk & Issue Management: Identify, mitigate, and escalate program-level risks, driving decisions on scope, schedule, and cost trade-offs. Resource & Team Management: Hire, coach, and lead project management teams, fostering a culture of high performance and professional development. Client & Stakeholder Management; Act as Parsons’ senior representative with the client and key subcontractors throughout program execution. Lead negotiations related to scope changes, contractual matters, and commercial adjustments. Proactively manage senior stakeholder expectations, maintaining trust, transparency, and alignment. People, Resource & Capability Leadership Build, lead, and mentor large teams of Project Managers, Engineers, and technical professionals, fostering a culture of high performance, accountability, and professional development. Mobilize company resources across offices, regions, and support functions to assemble high‑performing delivery teams. Optimize resource allocation across multiple workstreams to ensure consistent quality and delivery excellence. Business Development & Growth: Collaborate closely with Business Development to identify, position, and secure additional work with existing and new clients, leveraging program success and client relationships. What Required Skills You'll Bring; 25+ years of relevant experience, including significant supervisory and senior leadership responsibility. Demonstrated experience managing large, complex programs or portfolios, including program $1- $5B Extensive experience leading large, multidisciplinary teams of Engineers, Project Managers, Designers, and technical support personnel. Proven background in project, program, and/or construction management at Program Director or equivalent senior level. Strong operational management experience, including personnel, facilities, and complex technical environments. Deep understanding of industry practices, regulations, and modern engineering and project management technologies.
