Organizational Context and Scope The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. The office manages a range of programmes related to the construction, maintenance, and enhancement of critical infrastructure, including emergency response facilities, warehouses, and other community and public infrastructure. These programmes aim to strengthen local capacities, improve logistical efficiency, and ensure the sustainability and resilience of infrastructure systems in the face of natural hazards and impacts of natural disasters. Beginning on 10 April 2026, Super Typhoon Sinlaku impacted Chuuk State, FSM, bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. On 13 April 2026, the FSM declared a State of Emergency, allocated funds from the Disaster Assistance Emergency Fund (DAEF), and requested assistance from the United States Government for disaster relief and humanitarian support, in accordance with the COMPACT agreement. As the USG’s implementing partner, the International Organization for Migration (IOM) will support Chuuk with relief efforts and the reconstruction of public facilities and housing through the reconsruction component of the READY project. IOM is therefore seeking a Program Engineer to play a key role in supporting the implementation of construction projects in Chuuk following Typhoon Sinlaku. Under the direct supervision of the Chief of Mission, the Program Engineer will be responsible and accountable for supporting implementation of construction projects in Chuuk for both public infrastructure and private housing.

Responsibilities

The Program Engineer is responsible for supporting the implementation of construction projects for public infrastructure and private housing in Chuuk. This includes overseeing the reconstruction of facilities following Typhoon Sinlaku under the READY project.
