DESCRIPTION:

Serves as a Program Management Analyst for the Strategic and Operational Rockets and Missiles (STORM) Project Office in direct support of fielding and integration activities for the High Mobility Artillery Rocket System (HIMARS) in the Field Artillery Launcher (FAL) Product Office. Facilitates communication between stakeholder efforts (APEO Missiles and Space, PM STORM, AvMC/S3I, RRAD, and TACOM) in support of ongoing HIMARS production.

QUALIFICATIONS:

  • Must have a DoD secret or higher clearance.
  • Must have a Master’s Degree and 14 years of experience or a Bachelor’s Degree and 20 years of experience.
  • Must have five or more years in the development and coordination of programmatic activities and acquisition documentation.
  • Must have two or more years of experience in developing information papers, integrated schedules and budget information.
  • Prefer three or more years of experience in the development of strategic plans for systems or organizations for the Army and briefing Army Leadership on status of programs and critical issues.

Responsibilities
  • Facilitate and coordinate weekly HIMARS IPTs and provide minutes and action items for the IPTs.
  • Provide sound, accurate, and timely responses and advice to the PD FAL, DPD FAL and work in coordination with the HIMARS SETA lead.
  • Execute special projects and develop various briefs, information papers, MFRs, EXSUMS, SigActs, etc.
  • Support the FAL product office with acquisition documentation and strategies related to the planning, programming, budget, and execution of the PPBE process.
  • Support the FAL product office with preparing and reviewing PMR briefs, POM briefs, monthly MAR, P-Forms, and R-Forms.
  • Identify, process, and execute USG and FMS partner requests for HIMARS deliverable data.
  • Lead and support, as appropriate, the fielding of the M142 HIMARS to foreign allies and partner nations.
  • Support the FAL team by managing and tracking daily program execution, coordinating across various staffs to plan and execute the HIMARS program schedule, interface with the prime contractor, Lockheed Martin Missiles and Fire Control, and inform STORM leadership of statuses.
  • Manage risks, issues and opportunities for M142 HIMARS development, production, and fielding for the USG and in coordination with the STORM International Program Office (IPO) POCs.
  • Support and when required lead budget planning and execution efforts for current year execution and POM year planning for procurement and RDTE budgets and develop UFR descriptions, budget statements and impact statements related to “spend plan” budgets.
  • Support the IPO leadership with cost estimates for foreign allied and partner nations as applicable.
  • Coordinate and contribute to major acquisition documentation including Justification and Approval (J&A) for contracting, acquisition strategies, and acquisition plans.
  • Support Materiel Release efforts for the USG affecting the continuous evolution of the M142 HIMARS; to include the integration of the Common Fire Control System.
