DELIVERABLES

  • Strategize, implement, and maintain RMS/CAD related initiatives that adhere to strategic objectives.
  • Lead and conduct business analysis and cost/benefit analysis at varying levels of detail to assess client’s business challenges/opportunities and documenting the assessments.
  • Formulate, organize and monitor inter-connected projects, including coordination of cross-project activities.
  • Create/consolidate technical specifications, business requirements and user documentation, training manuals and various briefing materials including but not limited to Ontario Treasury Board (TB) / Management Board of Cabinet (MBC) submissions and briefing presentation to ensure a timely and effective delivery of the critical business processes related to RMS/CAD.
  • Develop, track and manage timelines for the RMS/CAD TB/MBC execution.
  • Develop and manage budget for programs and be accountable for delivering against established business goals/objectives.
  • Ensure RMS/CAD is delivered timely and efficiently, and in compliance with JTS’ methodologies, standards and frameworks.
  • Provide management leadership and expertise of large scale, highly complex, high profile and high-risk initiatives that may be multi-jurisdictional and/or enterprise wide.
  • Develop and administer program assessment protocols for evaluation and improvement with an aim to maximize Return On Investment (ROI).
  • Maintain organizational standards of satisfaction, quality, and performance to ensure the accountability of the success and the quality delivery of RMS/CAD documentation in the overall TB/MBC life cycle delivery.
  • Oversee and manage multiple projects related to RMS/CAD, ensuring program goals are achieved timely.
  • Manage budget and funding channels for maximum productivity.
  • Work closely with the RMS/CAD leads, cross-functional teams to develop various program related processes in support of consistent practices to benefits realization through an agile project management approach:
    o the program management practices,
    o program scope & deliverables,
    o required resources for cross-functional teams,
    o work plan, and

o budget.

  • Work with JTS leads to identify issues, risks and opportunities across multiple projects.
  • Analyze, evaluate, and overcome program issues and risks, and produce program reports for managers and stakeholders.
  • Prepare progress and status reports for program directors and committees including various levels of governance committees and ensure effective alignment amongst existing and new governance committees/structures.
  • Provide mentoring and knowledge transfer to JTS’ designated staff to enable continuation in operational activities and sustainment.
  • Establish and regularly review sequencing of high-level activities within projects and across programs where dependencies exist.
  • Track and report RMS/CAD program progress against identified success factors and key enablers.
  • Establish and coordinate secretariat functions, processes, and tools, enabling program oversight from executive leadership teams/committees.
  • Collaborate with ministry partners, stakeholders and vendors to support designing, planning and implementing change initiatives.
  • Inform, elaborate and help deliver IT solutions that simplify processes and improve end-user experiences.
  • Support and contribute to planning that informs modernization and transformational service delivery roadmaps and execution against those roadmaps.
  • Support and inform vendor management activities and strategies to enable effective service delivery with the appropriate ministry oversight.
  • Prepare relevant Request for Bids (RFB) documents related to RMS/CAD, including not but limited to, deliverable consolidation, business and technical requirement refining, evaluation criterion validation, to ensure compliance with government regulation while executing quality improvement.
  • Work with JTS’ assigned fairness commissioner in completing the creation and finalization of the RFB documentation.
  • Explore opportunities for process efficiencies and team collaboration, where necessary.

Skills

REQUIRED SKILLSETS AND QUALIFICATIONS:

  • In-depth knowledge of OPS’ TB/MBC and SPP processes, inception to finish.
  • In-depth knowledge to prepare Request for Bids (RFB) document and to develop business and technical requirements.
  • Experience with OPS architecture gating process. In-depth knowledge of industry standard project management methodologies.
  • Knowledge and experience with OPS justice related projects.
  • Knowledge and understanding of Ministry policy and IT project approval processes and requirements.
  • Demonstrated experience leading and overseeing program strategy development from inception through to project close-out and any required transition to operations, business planning, benefits identification and organization funding requests for I&IT programs.
  • Demonstrated experience understanding and articulating I&IT executive expectations and translating into program deliverables.
  • Experience monitoring and managing the cost, risk, schedule, governance, technical performance, and program impact of each of the component projects.
  • Experience providing a program/portfolio view of project inter-dependencies and external project dependencies, monitoring and reporting on exposure levels.
  • Exercise a range of leadership responsibilities including the role of coach and developer of talent.
  • Experience developing complex budgets based on multiple funding channels and cross organization dependencies.
  • Experience analyzing program and organization’s environments to identify potential risks and issues; articulates and prioritizes issues and risks to senior executives; recommends mitigation strategies to decision-makers to ensure projects are delivered on schedule.
  • Use significant innovation in the planning, analysis and execution of tasks
