Summary:
The Program Manager will lead and oversee the Bureau of Engraving and Printing’s (BEP) enterprise-level Robotic Process Automation (RPA) and Artificial Intelligence (AI) initiatives, ensuring successful delivery of all program commitments from ideation through operations and maintenance. This role is responsible for managing governance structures, coordinating cross-functional teams, and driving the integration of RPA, cognitive automation, and AI/ML solutions into BEP’s business and IT processes. The Program Manager will serve as the primary liaison between BEP leadership, the AI/RPA program office, technical teams, and other stakeholders, ensuring compliance with BEP’s Enterprise Lifecycle (ELC) standards, security requirements, and federal regulations. This position requires demonstrated experience in leading high-performing AI/ML teams in an Agile environment, hands-on familiarity with AI tools and platforms, and a proven ability to guide multi-disciplinary teams toward innovative, secure, and impactful automation solutions.

MINIMUM QUALIFICATIONS

  • Certification: Project Management Professional (PMP).
  • Experience: Minimum 3 years leading cloud-based RPA/AI/ML project implementations in the Federal Government sector.
  • Knowledge Areas: Program governance, Agile SAFe methodology, RPA platforms (UiPath Orchestrator), AI/ML integration, cognitive automation, cloud deployment strategies, and federal IT compliance frameworks.
  • Security Clearance: Ability to obtain and maintain clearance as required by BEP; must meet High Risk position requirements under HSPD-12.

PREFERRED QUALIFICATIONS

  • SAFe Agilist (SA) or SAFe Program Consultant (SPC) certification.
  • Proven track record in leading high-performing AI/ML teams within an Agile environment.
  • Hands-on experience with AI/ML frameworks (TensorFlow, PyTorch, Hugging Face), RPA tools, and automation platforms.
  • Experience managing programs with cognitive automation capabilities (AI, ML, NLP, LLMs) and integrating them into production environments.
  • Demonstrated expertise in federal procurement processes, documentation standards, and Enterprise Lifecycle compliance.
  • Proficiency with DevOps, CI/CD pipelines, and cloud/on-premises integration.

Responsibilities
  • Provide strategic leadership for BEP’s RPA/AI initiatives, ensuring alignment with mission objectives and compliance with PWS-defined deliverables.
  • Lead and manage high-performing AI/ML teams, fostering innovation, technical excellence, and Agile delivery best practices.
  • Maintain and update the Program Management Plan (PgPM), program roadmaps, and integrated master schedules using Smartsheet.
  • Lead and facilitate Agile SAFe ceremonies, manage the AI Program Kanban board, and track program backlogs, risks, and issues.
  • Oversee program resource allocation and ensure adherence to governance and intake processes for new automation and AI/ML use cases.
  • Prepare, review, and deliver executive-level briefings, dashboards, and KPI reports to BEP leadership.
  • Coordinate program activities with cross-functional teams, including RPA developers, AI/ML engineers, security specialists, and cloud engineers.
  • Ensure integration of cognitive capabilities such as machine learning (ML), chatbots, large language models (LLMs), intelligent character recognition (ICR), and natural language processing (NLP) into BEP workflows.
  • Provide hands-on oversight and guidance in the use of AI tools, frameworks, and platforms to ensure technical feasibility and optimal performance.
  • Oversee creation, review, and submission of all required ELC documentation, including Project Management Plans, Configuration Management Plans, Security Packages, and other artifacts.
  • Support operational reporting automation via tools such as JIRA, Confluence, and Smartsheet.
  • Ensure compliance with BEP security policies, 508 requirements, and applicable federal IT regulations.
