  POSITION SUMMARY The Program Manager (PM) serves as the primary point of contact for all operations on the contract for which they are assigned and has full authority to execute all service performance measures and standards identified in the contract for Centerra (A Constellis company) to meet the contract objectives.   This is in person position located at the Olin-Winchester Lake City Ammunition Plant located in Independence, Missouri.    RESPONSIBILITIES   Managing the requirements of this contract is considered a critical function. In addition to providing contract administration and ensuring compliance with contract requirements, the Program Manager shall oversee and manage all the Security/Fire & EMS Services operations, to include as a minimum: * Ensure employees perform all duties and requirements per the SOW for the contract, ensuring quality of services and supplies, timeliness of all deliverables, control costs and overtime, compliance with all government reporting requirements, quality control and management of key personnel * Make decisions on behalf of the company, particularly on personnel related issues * Supervise all individuals working under this contract * Be available, telephonically, on a 24-hour basis, to ensure prompt response in the event of an emergency or exigent circumstance * Conduct prompt and thorough internal investigations of reported allegations * Ensure all equipment and property is tracked and accounted for, and otherwise safeguarded * The PM will have overall responsibility for implementing, monitoring, and upgrading the program quality control and training plans and is responsible for ensuring the work force complies with program requirements. * Serve as the focal point for the client for all program activities and be responsible for overall quality and standards conformance in accordance with the SOW. * Ability to plan projects, meet objectives, develop contingencies, and manage resources within budget. * Implement a comprehensive work schedule ensuring all post hours are filled IAW with SOW * Ability to effectively interact with client leadership and US Army (government) officials on a daily basis QUALIFICATIONS * Must possess, at minimum, an Associate degree in a field related to fire/security/law enforcement * Documented managerial training specifically related to fire/security * Knowledge of Military Installations and Chain of Command * Must be able to obtain a secret security clearance * Possess one or more of the below: * Five (5) years of contract management experience supporting contracts for Armed Security Services, Military Security Services, Law Enforcement Services or Fire Services; * Five (5) years of contract management experience with contracts that are reasonably similar in size and complexity. * Five (5) years of experience as a Senior Level Manager in Law Enforcement or fire services (a senior Level Manager is defined as supervising at least two (2) management level subordinates.) * Specialized experience includes project development and implementation from inspection to deployment; expertise in management and control of funds and resources using complex reporting mechanisms; and demonstrated capability in managing multi-task programs or subcontracts of various types and complexity.    BENEFITS    Constellis offers a comprehensive, total rewards package that includes competitive compensation and a flexible benefits package that reflect its commitment to creating a diverse and supportive workplace.    Qualifications Equal Opportunity Employer [https://www.dol.gov/ofccp/regs/compliance/posters/ofccpost.htm] Race/Color/Sex/Sexual Orientation/Gender Identity/Disability/Vet [https://www.dol.gov/ofccp/regs/compliance/posters/ofccpost.htm]
