REQUIRED SKILLS

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, Information Technology, Business Administration, or a similar relevant field, OR equivalent experience (+5 years in a managerial or technical oversight role).
  • Minimum of 5-10 years of experience managing IT projects or staff augmentation contracts, preferably in a government or legislative environment.
  • Proven ability to recruit, manage, and retain a technical workforce, with a demonstrated methodology for staffing and performance monitoring.
  • Excellent interpersonal and communication skills (written and verbal) to interact effectively with House staff, including senior leadership, technical teams, and non-technical users.
  • Understanding of IT infrastructure, storage systems, virtualization, and project management technologies referenced in the SOW (e.g., SAN/NAS storage, VMware, Kubernetes, Microsoft Office tools) to oversee staff effectively.
  • Excellent time management and organizational skills to handle multiple simultaneous and changing priorities in a high-pressure environment.
  • Experience with project management software (e.g., Microsoft Project, ClickUp, Asana), Microsoft Office Suite (Word, Excel, PowerPoint, Visio), and reporting tools.

Responsibilities
  • Supervise and monitor the performance of contractor personnel to ensure they meet the qualifications, deliverables, and performance standards.
  • Implement a personnel performance monitoring system to track individual and team contributions, ensuring alignment with the House’s quality standards and operational needs.
  • Coordinate with the House Contracting Officer’s Representative (COR) to address performance issues and ensure staff compliance with contract terms.
  • Serve as the contractor’s authorized representative for administrative functions, including handling staffing logistics, contract compliance, and reporting.
  • Maintain and update records related to staff assignments, hours worked, and project deliverables, ensuring accurate tracking of the burn rate (hours/dollars burned per staff member) as required in the Weekly Status Report.
  • Manage recruitment, retention, and replacement of personnel to maintain a qualified workforce throughout the contract’s base period and option periods.
  • Oversee the delivery of tasks and deliverables outlined in the Statement of Work, ensuring timely completion and adherence to the contract’s scope.
  • Prepare and submit a Weekly Status Report to the HIR Project Manager, detailing the time frame covered, tasks completed/in progress, percent complete, tasks planned for the next period, burn rate, issues requiring resolution, and knowledge transfer activities.
  • Collaborate with the Technical Project Lead to align staff efforts with multi-month project plans and organizational roadmaps.
  • Act as the primary liaison between the contractor’s team and House staff, including the COR, HIR Project Manager, and other stakeholders.
  • Facilitate effective communication, both orally and in writing, with senior House staff, system owners, and technical/non-technical users to ensure clarity of expectations and updates.
  • Participate in contract status and review meetings, post-award conferences, and issue resolution discussions as required.
  • Ensure all contractor personnel adhere to House standards, policies, and procedures, including security requirements, background checks, and workplace rights training.
  • Support the development and implementation of the contractor’s Quality Assurance Plan (QAP), ensuring personnel meet the requirements and deliverables.
  • Address deficiencies identified in quality assurance reviews and implement corrective actions within specified timeframes.
  • Assist in tracking the Period of Performance and ensure staffing aligns with the negotiated rates.
  • Manage invoicing and expense reporting, including travel reimbursements, in coordination with the COR.
  • Respond to House requests for modifications, terminations, or extensions of the contract term.
