OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Program Manager - Cybersecurity to work with our federal client, the Federal Communications Commission (FCC). This role will serve as the primary point of contact for all programmatic issues and lead the delivery of comprehensive cybersecurity support services. This position is contingent upon contract award.

Day to day responsibilities include:

  • Serve as the primary contact point for all programmatic issues, concerns, and status with the FCC
  • Provide subject matter expertise to coach, mentor, and consult with the Contracting Officer Representative (COR)
  • Develop and maintain a Program Support and Management Plan (PSMP) in narrative and graphic formats
  • Create and maintain a Program Oversight Dashboard within ServiceNow Project Portfolio Management (PPM) module
  • Coordinate kick-off meetings within five (5) business days after contract award
  • Organize monthly status meetings and quarterly coordination meetings with key stakeholders including CISO and DCISO
  • Manage transition planning for onboarding and offboarding activities
  • Oversee quality control and quality assurance of effort deliverables
  • Implement Agile Project Management methodologies and Enterprise Architecture best practices
  • Attend weekly staff meetings to provide updates on program status
  • Plan and execute processes prescribed by industry and Government best practices

REQUIREMENTS

  • Must be a U.S. Citizen
  • Bachelor’s degree in relevant field or equivalent experience
  • 7+ years of experience serving as Program Manager on Enterprise Cybersecurity Support government contracts
  • Core competencies in Contracting/Procurement, Enterprise Architecture, Organizational Awareness, Process Control, Project Management, Requirement Analysis, Risk Management, Strategic Planning, Systems Integration, Technology Awareness, Third Party Oversight/Acquisition Management
  • Required Certifications: Certified PMI Agile Certified Practitioner (PMI-ACP) or Scrum and Kanban OR Project Management Professional (PMP), AND Certified in the Governance of Enterprise IT (CGEIT) OR Certified Information Systems Security Professional (CISSP)
  • Clearance Requirements: Top-Secret (TS) clearance;
    Location: On-site at FCC headquarters (45 L Street NE, Washington, DC); some telework may be available
