SUMMARY OF JOB

Responsible for water and wastewater capital improvement projects implementation and supervisory functions within the Engineering Services Division of the Western Virginia Water Authority (Authority). Focuses on strategic leadership, team development, staff supervision, and cross-functional coordination in a technical environment. The position also provides project/program oversight, and manages consultants and contractors across multiple concurrently executed capital improvement projects.
Qualified candidates will have a Bachelor’s degree in Civil or Environmental Engineering (or related field), a minimum of ten years of relevant experience, including supervisory responsibilities, with expertise in water and sewer infrastructure design and construction. Relevant advanced degrees, certifications, or equivalent training may be combined with experience to meet the relevant experience requirement.
Supervisory experience with a private firm or public utility specializing in design and construction of water and sewer infrastructure is preferred. Experience with Geographic Information Systems (GIS), and Computer-Aided Design (CAD), along with Project Management and EIT certification is also preferred. Current licensure as a Professional Engineer (PE) in the Commonwealth of Virginia (VA), or the ability to obtain VA PE certification by reciprocity within 90 days of employment is highly preferred and will be given strong preference.

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree from an accredited college or university with a major in civil or environmental engineering, or related field, plus ten (10) or more year’s related experience, including supervisory responsibilities, with expertise in water and sewer infrastructure design and construction is required. CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS

· Must possess a valid Virginia driver’s license or have the ability to obtain one within 60 days of employment date. No more than six (6) demerit points on driving record if required to drive Water Authority vehicles.
· Possession of or ability to obtain by reciprocity within 90 days of employment a valid professional engineer license from the Commonwealth of Virginia is highly preferred and will be given strong preference.
· A project management certification (e.g. Project Management Professional from PMI) is preferred.

Responsibilities

ESSENTIAL DUTIES ANDRESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned or scheduled.

  • Plans, directs, and coordinates all activities of assigned areas and executes Engineering Services Division functions, as needed.
  • Leads teams responsible for engineering design, project management, and construction implementation, and serves as the primary liaison for capital project coordination with other Engineering teams and Authority Divisions including Field Operations, Water Quality, Public Relations and Finance.
  • Leads, directs and manages support staff, licensed engineers, technical professionals and external consultants and contractors, and is involved in all phases of infrastructure improvement projects, including research, conceptual design, cost and schedule estimation, field surveys, easement acquisition, drafting, preliminary and detailed engineering, permitting, procurement, construction administration, management and inspections and project closeout. Ensures accurate and comprehensive project documentation in all project phases.
  • Facilitates collaboration between internal and external teams and stakeholders to ensure successful project delivery.
  • Oversees execution of multiple concurrent capital projects, to ensure project milestones/overall scope, budget, schedule, quality standards, safety protocols, and regulatory requirements are met. Manages funding reallocation and budget change processes due to scope, schedule and budget adjustments, when required. Monitors and provides timely feedback on related project status.
  • Coordinates stakeholder communication and outreach by collaborating with the Public Relations Division to develop project content and facilitate stakeholder engagement, including public meetings.
  • Provides support in developing and implementing quality control processes, programs, and procedures relevant to Division activities, including, but not limited to the Authority’s Asset Management Program, as it relates to infrastructure maintenance, renewal/replacement and capital investments.
  • Assists in preparing short- and long-range project- or program-level capital budgets and preliminary schedules for both planned and ongoing initiatives, and facilitates execution of projects for assigned areas.
  • Assists in developing, monitoring, and analyzing divisional-level operating budgets.
  • Evaluates staffing requirements, identifies training needs, and develops career-ladders with clear progression criteria for assigned teams. Completes employee performance reviews, and works with Division Director in regards to employee development and performance improvements, including, but not limited to, recommending appointments and promotions.
  • Leads and administers design and drafting standards for use in Authority business.
  • Evaluates new equipment, processes, methodologies and technologies related to areas of responsibility and makes recommendations as appropriate.
  • Champions continuous improvement efforts by identifying inefficiencies and implementing best practices, and assists in the formulation and administration of departmental policies, procedures, standards, plans and programs.
  • Provides technical support and assistance to internal and external customers relating to Authority facilities, infrastructure, and services.
  • Provides active leadership, management, and motivation of staff through teamwork, collaboration, and emphasis on continuous improvement.
  • Participates in various work teams as assigned, and fosters strong team cohesion across all staff.
