POSITION SUMMARY

We’re hiring a Program Manager to lead the end-to-end execution of a federal contract. You’ll manage personnel and subcontractors, align delivery to mission priorities, and drive measurable business outcomes. Important: We place a strong priority on candidates with hands-on experience in ESRI ArcGIS/GIS workflows, Microsoft Power Platform / Microsoft Access / Oracle APEX, and Environmental Review/Energy Exploration & Development/Lease Sales domains. These skills will be heavily weighted in interview selection.

WHERE YOUR PRIORITY SKILLS SHOW UP DAY-TO-DAY:

  • Lead delivery that integrates ESRI ArcGIS/GIS datasets with enterprise systems and reporting.
    Oversee development of low-code solutions using Microsoft Power Platform, Microsoft Access, and Oracle APEX to streamline workflows and dashboards.
    Coordinate stakeholders and data requirements related to Environmental Reviews, Energy Exploration & Development, and Lease Sales.

REQUIRED EDUCATION, SKILLS, AND EXPERIENCE

  • Bachelor’s degree in Technology, Engineering, or Management.
  • 12+ years of experience delivering IT, data, and/or records management projects for Federal Government clients.
  • 5+ years directly managing IT projects (scope, schedule, budget, risk).
  • 5+ years managing quality control and assurance initiatives.
  • Strong oral and written communication skills, including executive-level briefings and status reporting.

HIGHLY VALUED (STRONG PRIORITY) – DESIRED SKILLS

  • ESRI ArcGIS / GIS systems & datasets experience (data modeling, geospatial analysis, services integration).
  • Microsoft Power Platform, Microsoft Access, and Oracle APEX (designing apps, automations, and data UX at scale).
  • Domain experience with Environmental Reviews, Energy Exploration & Development, and Lease Sales (processes, data flows, compliance touchpoints).Candidates possessing two or more of the Highly Valued skill areas above will be prioritized for interview.
Responsibilities
  • Own overall execution of the assigned contract; serve as primary point of accountability for scope, schedule, budget, quality, and risk.
  • Manage all activities related to personnel and subcontractors to ensure effective service delivery.
  • Understand critical business issues and align services accordingly to deliver mission impact.
  • Propose enhancements to core systems and information management services; champion continuous improvement.
  • Collaborate with stakeholders to share risks and responsibilities and resolve issues proactively.
  • Ensure all products and services yield significant business benefits and meet acceptance criteria.
  • Partner with other contractors and agencies to enhance project success and interoperability.
  • Develop cost-effective solutions for data and records management services.
  • Maintain proactive communication cadence with government and contractor stakeholders.
  • Implement and enforce schedule management processes for timely task delivery and dependency tracking.
  • Recruit and staff qualified personnel, including positions requiring security clearances.
