  Program Manager - Housing Services About Young Community Developers  Established in 1973, YCD is a nonprofit organization who serves residents of all ages living in the most historically underserved communities of San Francisco. YCD takes a holistic approach via a delivery eco-system of services designed to empower residents in achieving economic mobility, in turn building and sustaining a positive community by providing them with education opportunities, workforce development training, and social services. Each year YCD provides around 1,200 community members with employment and training services through their programs and partnerships. Project Overview  Committed to serving the Southwest Sector and in an effort to address the affordable housing crisis in San Francisco with a priority on the Southeast Sector exacerbated by the COVID-19 pandemic, Young Community Developers (YCD) is looking to hire a Program Manager to join the Housing Team to oversee and administer programming that serves low-income households at risk of homelessness, eviction, displacement and/or housing instability. This position will work in tandem with YCD’s other Housing sub-teams: Development and Policy. POSITION SUMMARY The Program Manager is responsible for overseeing and managing compliance across all YCD’s Housing Services programs, including the San Francisco Emergency Rental Assistance Program and Rental Housing Counseling. Reporting to the Chief Program Officer, the Program Manager leads the strategic direction, operational standards, and performance culture of the housing services team. This role serves as a thought partner to leadership and acts as a primary liaison with community partners, city agencies, and other funders. The Program Manager identifies systemic challenges, proposes and implements solutions, while ensuring that all program activities meet YCD’s mission, funder requirements, and expectations for positive community impact. The Program Manager provides high-level oversight of team management, program operations, grant and compliance reporting, application review processes, database management, and fiscal review. The Manager also develops and executes training for the housing services team, ensuring staff are equipped with both program-specific skills and industry-informed best practices. The Program Manager supervises Program Coordinators with indirect oversight of the Housing Specialist ensuring they are successful in guiding day-to-day program activities. The Manager is ultimately accountable for: ensuring that all YCD and funder regulations are followed, addressing crisis management, engaging de-escalation protocols, oversight of client care coordination, problem-solving, cross-agency liaison functions, and overall leadership of the housing services department. RESPONSIBILITIES: * Demonstrate a high level of program knowledge of the San Francisco Emergency Rental Assistance Program (ERAP) and Rental Housing Counseling (RHC). * Provide strategic direction for YCD’s Housing Services programs by setting priorities, aligning program goals with organizational objectives, and ensuring long-term program sustainability. * Manage compliance to ensure high-quality, community centered performance aligned with YCD’s mission and funder expectations. * Monitor program changes from funders; develop and update internal training materials and guidance. * Implement internal policies, procedures, templates, and systems that enhance consistency, client experience, and measurable program outcomes. * Develop and manage internal and external reports, performance objectives, and program updates. * Provide oversight and escalation support for the most complex client cases . * Demonstrate strategic competency related to planning and fulfilling funding commitments. * Identify gaps, propose solutions, and implement new processes or initiatives to increase productivity and effectiveness for program and employees * Lead the preparation for program audits and monitoring visits, ensuring compliance and audit readiness. * Oversee quality assurance processes and guide the Program Coordinator in strengthening customer service standards and client experience. * Cultivate a positive, mission-aligned team culture by modeling professional standards, communicating expectations, and reinforcing accountability. * Train, coach, and support the Program Coordinator and housing services team in meeting evolving programmatic needs. * Ensure all staff receive timely development, clear guidance, and the training needed to meet weekly quality benchmarks. * Uphold and promote YCD’s mission to break the cycle of generational poverty through community-centered leadership and decision-making. * Support organizational growth and actively contribute to a culture rooted in collaboration, accountability, and continuous improvement. * Serve as a culture-carrier for the Housing Services department—setting tone, modeling YCD values, and strengthening team cohesion and morale.   WHAT YOU WILL BRING A successful candidate will possess: * B.A./B.S. degree in a related field and/or a minimum of 3 to 5 years’ experience implementing and overseeing affordable housing programs at a non-profit and/or community development.  * Minimum 2 to 3 years’ experience in supervising direct reports. * Valid driver's license and reliable transportation between locations. * Excellent cross-cultural communication skills and the ability and willingness to work with an economically and culturally diverse clientele from various professional and ethnic backgrounds. * Excellent interpersonal and communication skills, written communication, patience, diplomacy, and a high level of customer service skills. * Understands the complexities of working with trauma-stricken and displaced clients/customers while demonstrating composure and empathetic support. * Self-motivated individual who has a passion to ensure that program goals, objectives, and tasks exceed standards. * An efficient multi-tasker who demonstrates effective time management and the capacity to meet competing deadlines. * Strong commitment to the mission of Young Community Developers and to individuals from diverse populations * Well organized, flexible, ability to work in a fast-paced environment and meet goal objectives, excellent team player.
