JOB DESCRIPTION
The Change Manager will be responsible for overseeing the change management process across multiple departments in the shipyard, from initial identification and estimating, thru schedule incorporation, execution, and performance evaluation. This position will be engaged with multiple teams daily, and will shape our change management processes, including training of personnel, identification of delays, and developing key performance indicators (KPIs). The Change Manager will be a key team member, who will be responsible for helping the Senior Leadership team meet safety, quality, schedule, and cost goals.
Oversight of Change Process
The change Manager will have oversight of the entire change process, while working closely with the Director of PMO and Director of Strategic Operations to ensure all organizations are supporting the overall strategy in management of our change process. The Change Manager will work directly with the Directors of Quality, Planning/Scheduling, Contracts, Finance and Subcontracts to identify bottlenecks or gaps in our current processes. The change Manager will be empowered to measure and identify issues which will be elevated and evaluated as we look to reduce the impacts of change to our ability to deliver ships on time. The Change Manager will also be responsible for developing a series of metrics to manage our ability to process change in alignment with or cost goals, to ensure we maintain profitability as we incorporate change into our ongoing projects.
The Change Manager role requires a solid knowledge base for managing process, and developing process controls within a large organization. A strong knowledge base of ship repair and ship construction processes will help the Change Manager identify issues, and ensure our teams know how to identify change opportunity early and often, to ultimate reduce schedule risk near then end of each project. Close monitoring of key events and milestones (such as 20% reports, PCD, C5ILO, etc.) will be key to developing a solid strategy for each vessel. Ability to train and develop all role players within the current change process is required, while leveraging the technical experts within our shipyard.
Leadership
The Change Manager will report directly to the Director of Programs. The Change Manager will be responsible for managing the change process around the strategy of each project, as determined by the Program Manager (PMO) and Ship Manager (Operations) for the respective projects. The Change Manager will oversee, evaluate, and measure the overall process, while the direct line leaders will be responsible for overall execution to the strategy. The Change Manager will oversee metrics and data trends, and alarm leaders within each department of performance impacts, milestone impacts, or schedule delays.
Performance
Performance for this position will be evaluated based on the success of all availabilities within the portfolio. Performance will be measured against predetermined safety, quality, schedule, and cost standards. Change Management metrics (RCC Cycle time, COPA cycle time, change goals) will also be factored.
