POSITION OVERVIEW:

The Program Manager is responsible for the overall direction, management, communication, coordination, and accountability of program- and project-oriented work efforts for all IT programs and projects for federal government clients. This role requires strong leadership, communication, and technical skills. The ideal candidate will possess a track record of effectively managing teams with diverse skill sets, ensuring the delivery of high-quality outcomes within specified timeframes. The incumbent will develop efficient strategies and tactics to ensure all programs deliver the desirable outcome to our organization and our clients.

SKILLS AND QUALIFICATIONS:

  • Bachelor’s degree in Computer Science, Information Technology, or related field (Master’s degree preferred).
  • PMP certification or equivalent project management certification.
  • Minimum of 7 years of experience in program management, including experience with federal government contracts.
  • Experience supporting the federal government, preferably with the Centers for Medicare and Medicaid Services.
  • Strong knowledge of federal IT policies, standards, and security requirements.
  • Experience building, maintaining, using, and/or applying quantitative risk and cost uncertainty models.
  • Demonstrated success in leading cross-functional teams and delivering complex IT projects.
  • Proven record of independently and assertively driving work assignments to completion per deadlines and per established quality standards.
  • Excellent negotiation and problem-solving skills.
  • Strong written communication skills, specifically in the areas of formal writing and presentation skills to develop material to be issued to or used by the federal government.
  • Project management and leadership skills for managing projects and project teams.
  • Strong verbal and written communication skills to coordinate with team members and management and explain technical issues.
  • Analytical and problem-solving skills to handle any issues that occur during project completion.
  • Organization and time management skills to keep projects on track and within budget.
  • Excellent resource planning and task scheduling skills.
  • Experience with Agile Project Management is preferred.

    Pay: $98,577.39 - $118,716.86 per year

Responsibilities

Program Management

  • Lead and manage large-scale IT programs, ensuring alignment with federal government priorities and objectives.
  • Develop program plans, schedules, and budgets, and monitor progress against established milestones.
  • Develop presentation materials, memorandums, and agendas for program briefings. Coordinate and conduct program meetings with senior leadership.
  • Coordinate cross-functional teams, including technical staff, subcontractors, and subject matter experts.
  • Mitigate risks, resolve issues, and ensure compliance with federal regulations and policies.
  • Help design, implement, and maintain program change control processes.
  • Identify potential risks and threats to current and future programs, often in collaboration with senior managers.
  • Produce program reports for leadership.
  • Strategize and plan for upcoming program activities, which involves consulting with project sponsors, analyzing requirements, and establishing timeframes.
  • Manage program and project teams to ensure completion of projects on time and within budget.

Stakeholder Engagement

  • Establish and maintain strong relationships with federal agency stakeholders, understanding their mission and IT needs.
  • Collaborate with government officials, project sponsors, and end-users to define program requirements and deliverables.
  • Communicate program status, risks, and achievements to senior leadership and agency partners.

Contract Compliance

  • Understand and adhere to federal contracting regulations, including the Federal Acquisition Regulation (FAR) and agency-specific guidelines.
  • Collaborate with legal and procurement teams to manage contracts, subcontracts, and modifications.
