PROGRAM MANAGER - POSITION DESCRIPTION

We are headquartered in Virginia Beach, VA. We are seeking a Program Manager to support our Navy customer in Port Hueneme, CA.
The ideal candidate will have experience leading Navy Programs with Systems Engineers and experience with Navy Combat systems.

POSITION/JOB DESCRIPTION:

General Tasking Description:

• Responsible with the overall planning, direction and success of major programs, systems development efforts.
• Lead a large, multi-year effort divided into several sub-programs/tasks.
• Establish and control technical milestones, schedules, budgets and costs.
• Provide program and project management services including:
• Program Planning and control
• Resource Management
• Risk Management
• Rough Order of Magnitude (ROM) development
• Financial management, Earned Value Management (EVM), trend analysis, expenditures and expenditures forecasting.
• Budgeting and Cost Management.
• Schedule Management.
• Performance monitoring and reporting
• Documentation preparation and transmittal
• Quality control
• Establish effective communication channels with the Procuring Contracting Officer, Contract Specialist, and Contracting Officer’s Representative (COR) and conduct biweekly contract status meetings covering contract extension, identified performance risks and issues, and the contractor’s mitigation/corrective actions.
• Work with company leadership to ensure overall contract success.

EXPERIENCE REQUIREMENTS:

• 15 years’ experience supporting US. Navy Combat and/or Weapons Systems.
• 5 years of Program Management experience running a major Navy program.
• Experience communicating with Program Office leadership, routing contractual & technical documents for concurrence.
• Familiarity with Foreign Military Sales (FMS)

EDUCATIONAL & CERTIFICATION REQUIREMENTS:

• A bachelor’s degree in engineering or related field.
• Master’s degree in mathematics, Engineering, MBA, or other technical degrees.
• Project Management Professional (PMP) or DAWIA III in Program Management.
• Certified SCRUM Master or Project Management Institute (PMI) Agile Certified Practitioner.
