PROGRAM MANAGER/ACQUISITION SME Overview: KeenLogic is seeking a Program Manager/Acquisition SME. This is a full-time, hybrid position based in Fort Belvoir, VA, with core hours from 8:00 AM-6:00 PM, Monday–Friday. This role supports DLA’s Strategic Capabilities and Processes (SCAP) Directorate by providing subject matter expertise in acquisition, IT, cyber assurance, engineering, and program support services. The work is focused on helping the CIO/PEO manage IT capabilities across the full system development lifecycle, improve enterprise capability management processes, support modernization and rationalization efforts, and drive collaboration, user adoption, and continuous process improvement. The scope also includes Agile/SAFe program support, strategic communications, business and budget analysis, technical documentation, risk and schedule management, SharePoint/ServiceNow support, and transition planning, with specific deliverables and priorities defined at the task-order level. Description: Serves as a senior-level advisor and lead for the successful execution of Defense Business Systems (DBS) and IT capability lifecycles. Provides expert oversight for complex, multi-functional teams engaged in the analysis, design, integration, and implementation of enterprise-level automated information systems. The Program Manager (PM) is responsible for the day-to-day management of overall contract support operations, including strategic planning, risk mitigation, and performance tracking across multiple portfolios and locations. Key responsibilities include ensuring program adherence to acquisition and procurement statutes, regulations, and policies; standardizing processes through the development of templates and lessons learned; and conducting independent programmatic reviews to meet J6 goals. The PM facilitates Business Process Re-engineering (BPR) and Organizational Change Management (OCM) efforts while providing high-level acquisition expertise to drive digital transformation and achieve desired acquisition outcomes. Required Experience: Active Secret clearance or currently work with the DLA Education: Master’s Degree in a relevant field (e.g., MBA, MS in Management, MS in Information Technology, Public Administration, Project Management, or related discipline). Certifications: Must hold a current Project Management Professional (PMP) or an equivalent recognized senior Program Management certification or educational degree in Project Management. DAWIA Requirement: Must hold a DAWIA Advanced/Level III/Professional Certification in Program Management (PM) or Contracting. Program Management: Must have ten (10) or more years of experience in program management and government acquisition. Must have served as an Acquisition Subject Matter Expert (SME) providing guidance and recommendations to Portfolio Managers and/or PEOs on complex acquisition matters related to laws, DoD policies, and procedures. Experience in streamlining and modernizing government acquisition processes is required. DBS & Domain Expertise: Must have five (5) or more years of experience within the DoD or DLA, specifically supporting acquisition lifecycle management of Defense Business Systems (DBS). Acquisition Strategy: Demonstrated experience analyzing source documentation and authoring comprehensive acquisition documentation in compliance with the Adaptive Acquisition Framework (AAF), as outlined in DoDI 5000.02, including associated acquisition pathways and functional policies tailored to program requirements. Leadership: Must have ten (10) years of progressively responsible leadership experience in IT or consulting, with a proven track record of managing projects through critical acquisition milestones and portfolio-level reviews. BCAT Experience: Experience managing or overseeing Business System Category (BCAT) programs. Strategic Liaison: Proven ability to educate personnel on DoDI 5000 series and acquisition statutory compliance. Process Improvement: Experience in Business Process Re-engineering (BPR) and Continuous Process Improvement (CPI) methodologies. Digital Transformation: Experience implementing Agile and DevSecOps frameworks within the constraints of the DoD acquisition lifecycle.
