JOB SUMMARY The Program Manager is responsible for the overall program management including: all contract services; selection, training, management, leadership and supervision of staff; invoicing and financial matters; all administrative activities, record keeping, safety; compliance with contract requirements and monthly reporting; monitoring program effectiveness; and compliance with the TURN Behavioral Health Personnel Policies and Program Manager responsibilities. RESPONSIBILITIES •            Adheres to program budget and reviews monthly operating statements to insure program financial integrity. Maintains thorough and accurate financial records, including maintaining an accurately balanced petty cash fund and accounting for all expenditures. •            Consults with Division Vice President regarding financial issues. •            Chairs weekly treatment team and staff meetings. •            Ensures needs of the participants are being met and that program continues to provide behavioral, mental health and other special participant needs. •            Monitors all program records to ensure accuracy, completeness, and timeliness. •            Overall responsibility for program operation, staffing and success per TURN Policies, contract requirements, and applicable Federal, State and municipal codes, laws and regulations. •            Oversees and directs the clinical and treatment aspects of the program including direct supervision of the work of treatment team members. •            Plans, coordinates and implements program policies and procedures, services and quality assurance. •            Plans, directs and coordinates all program activities including treatment and therapeutic components of the program. •            Prepares contractually required reports regarding program progress and success. •            Recruits, assesses and recommends candidates to fill vacant positions. •            Supervises accurate data collection, compilation and record keeping. •            Supervises and coaches staff performance and utilizes sound management practice theory to both reward good performance and correct deficiencies. Supervises, leads and coaches the program staff in in-service training. Provides leadership that ensures program objectives are attained. •            Facilitates group counseling and conducts individual counseling on an "as needed" basis in order to fill in for staff or for supervision or training purposes. •            Assures thorough and concise discussion of each client attending to treatment goals, measuring behavior and progress in overall treatment. •            Ensures proper documentation on each client including client behavior and relationship to treatment objectives. Provides for the secure storage of participant records. •            Acts as liaison with County Alcohol and Drug Services as necessary, consults with A&DS staff on a regular basis and •            responds to A&DS request for data and program information. •            Participates in public relations activities, and works to increase awareness and involvement in presenting a professional facility image of the program to the general public •            Comply with all MHS and program rules, policies and procedures including HIPAA standards. QUALIFICATIONS •            Certified through a recognized alcohol and drug certification program and three years of experience providing treatment in substance abuse programs. •            Two years of supervisory experience. •            One year of experience preparing or directing the preparation of program budgets and cost reports. •            One year Program Management experience •            Proficient user of Microsoft Office Suite and EHR software. •            Ability to problem solve and react appropriately to emergency situations. •            Ability to work independently and effectively collaborate with a team.
