Description
Description We are seeking a highly motivated Program Manager (PM). The Program Manager will serve as the single point of leadership and accountability for the contract, responsible for the overall management of all personnel, performance, and deliverables. This individual will provide strategic oversight and direction to ensure the successful management of the Agency’s Enterprise Infrastructure (EI) in its current and future state, acting as the primary interface with Government representatives. Overall Program Leadership: Serve as the primary point of contact for all contract matters, responsible for successfully managing all aspects of the Agency’s EI program. Provide management and oversight for all technical support areas, including COTS/GOTS application administration, database administration, cybersecurity services, and application development. Fully integrate, manage, control, and document all phases of contract requirements from initiation through completion. Lead the development, implementation, and maintenance of a comprehensive, PWS-compliant Project Management Plan (PMP). Client Engagement & Communication: Act as the lead for ensuring cooperation and communication with the Government, leading bi-weekly status meetings with AGENCY representatives to discuss program status, schedules, and issues. Participate in and provide meeting minutes for the Post-Award Conference. Brief AGENCY leadership on the content of the Final Report no later than 15 days prior to the end of each contract year. Deliverables & Reporting: Ensure the timely submission and accuracy of all contract deliverables, including the Project Management Plan (PMP), Monthly Status Reports (MSR), Final Report, and POA&M Action Plans. Oversee the maintenance of a weekly schedule for all application development and change requests, detailing project nature, timelines, and level of effort. Present a final briefing including status, lessons learned, best practices, challenges, and solutions at the end of each performance period. Team & Quality Management: Manage all contract staff, including Key Personnel, ensuring adherence to staffing levels, security requirements, and mandatory training compliance. Develop and execute a plan to mitigate any negative staffing impacts and ensure vacancies are filled timely to prevent service degradation. Implement and manage the Quality Control Plan (QCP) to ensure all services conform to the PWS and maintain high service quality levels. Oversee the use of AGENCY’s issue tracking system(s) to manage all tasks and issues according to Government-defined priorities. Risk & Transition Management: Develop and manage a robust Risk Assessment and Mitigation Plan to identify, assess, and control performance challenges. Lead the planning and execution of the initial Transition-In Plan and the final Transition-Out Plan to ensure minimum disruption and seamless transfer of services. Requirements Must have Goverenment IT Contracting experience. Must have minimum bachelor’s degree in a relevant field and Minimum 8 years of experience in IT program management. Must have 8 years of experience managing and delivering components of client engagements that identify, design, and implement technology, process, and creative business solutions for large organizations. Must have 3 years of experience managing and delivering Commercial Off-the Shelf (COTS) and Government Off-the Shelf (GOTS) applications, operating system software, cybersecurity tools, and databases within Government enterprise setting Preferred: PMP
