PROGRAM MANAGER REQUIREMENTS

  • Formulate and enforce work standards, assign schedules, review work discrepancies, supervise personnel.
  • Fully responsible for maintaining high standards of competency, conduct, and integrity of all assigned personnel in accordance with company-established policies.
  • Communicate policies, purpose, and goals of the organization to all personnel and ensure adequate and timely performance of the work.
  • Maintain adequate number of trained, cleared, and qualified personnel to ensure all positions are staffed ensuring effective implementation, operation, administration of all security services required.
  • Notifies government of all hired/terminated personnel and will ensure all government property and credentials are retrieved and returned immediately upon termination.
  • Responsible for project task performance such as preparation, review, and submission required reports and other performance test reporting as required by DOE/NNSA orders and directives.
  • Ensure security planning, physical security patrols, protective force (PF), alarm monitoring and response/dispatch, quality assurance, access control, non-security emergency response.
  • Ensure adequate protection of premises, facilities, property, and personnel at the NNSA/AC in performing its mission in accordance with all applicable laws, regulations and DOE/NNSA orders and directives.
  • Will ensure approved Basic Security Officer Training, On the Job Training (OJT), and annual refresher training is completed by all officers at hire, or annually, as required. BSOT and refresher courses are offered by the National Training Center (NTC) and may also be conducted in-house.
  • Will ensure Training Manager is certified by the NTC in accordance with DOE Order requirements.
  • Provide trained and qualified Protective Force consisting of Security Officers, Alarm Station Monitors, and Supervisors meeting the 10 CFR 1046 and DOE Security Officer (SO) level.
  • Provide trained and qualified Badge Specialists to implement and maintain adequate visitor control and credential issuing office per Homeland Security Presidential Directive 12 (HSPD-12).
  • Develop, implement, and maintain training programs ensuring qualifications for all positions are maintained in a timely and efficient manner.
  • Ensure individuals assigned to a post maintain cleanliness, organization, and proper care and maintenance of the equipment associated with that post/work location.
  • Control and tracking of equipment, keys and other materials and adherence to the DOE/NNSA safety and health requirements.
  • Manage resources, manage costs, resolve conflicts, provide overall direction to contractor personnel.
  • Demonstrates knowledge and proficiency through periodic limited scope performance tests.
  • Provide program deliverables such as the monthly False and Nuisance Alarm Report, Staffing Report/Open Post Report, Badge Destruction Report, Monthly Statistical Report; quarterly Quality Assurance Reports; and annual Self-Assessment reports.
  • Provide Quality Assurance Surveillance Plan (QASP) Records and Reports as outlined in PWS.

QUALIFICATIONS

The Program Manager must have a minimum of five (5) years of U.S. DOE Protective Force (or comparable) experience in management, supervision, and implementation of a protective forces contracts or military teams. Preference is an Associate’s or Bachelor’s degree in Criminal Justice, Security Management, Business Administration, or a related field (or applicable trade-off for experience).

The candidate shall possess the following skills, knowledge, and technical capabilities:

  • Understanding of Government (or military) security orders and directives.
  • High level leadership/management skills including supervision, retention, and interfacing with officers and government representatives.
  • High level communication skills and ability to handle conflict resolution and personnel administration.
  • High level of proficiency with Microsoft Office Suite tools (Word, Excel, PowerPoint, Teams, Outlook).
  • Ability to professionally compile, deliver, and present status reports, corrective action, inventory, etc.

The Program Manager must demonstrate the following abilities: Sound judgment, foresight, and problem solving skills, possess excellent oral and written communications, and customer service skills, able to adapt to fast-paced work/office environment with accuracy under pressure, demonstrated competency managing schedules, documentation, and automated systems, demonstrate leadership, excellent research and data gathering skills and ability to interpret/analyze complex information, ability to work independently within the bounds and guidelines of the contract requirements and client, knowledge of and experience using the Microsoft Office Suite, and the ability to work and communicate with diverse group of customers and clients within and outside the Federal Government.
All administrative personnel shall wear business casual attire. The Program Manager will comply with dress code and grooming standards to maintain a clean and professional appearance at all times. Montech Inc. will establish a written dress code and grooming standards that ensures a professional appearance at all times for all personnel assigned to this contract.
The Program Manager must present a professional demeanor at all times while on site. The Program Manager shall treat all persons with courtesy and respect, striving to earn positive feedback of customers.
