WHO WE ARE:
Victoria State Emergency Service (VICSES) is a volunteer-based emergency service. Our highly skilled and equipped Volunteers are trained comprehensively in a wide range of emergency environments. To minimise the impact of emergencies when they occur and strengthen the community’s capacity to recover swiftly and safely, VICSES focuses on working with communities and partners in building resilience to achieve more aware, informed and prepared communities. We support them to understand their risk and the relevance of taking action before, during and after emergency events.
As the largest road rescue network in Australia we have specialist teams that provide a 24/7 response to road accident and trauma incidents. We assist Victoria Police in search and rescue operations, and play an important role in supporting the Country Fire Authority (CFA), Fire Rescue Victoria (FRV), Parks Victoria and the Department of Energy, Environment and Climate Action (DEECA) during major bushfire and emergency incidents.
The Program Manager - Regional Flood Risk Engagement is responsible for leading VICSES’ Flood Emergency Planning and Community Preparedness initiative, delivered under the Regional Flood Risk Reduction Grant program. This role ensures coordinated, consistent, and effective collaboration between VICSES, and Catchment Management Authorities (CMAs), and Local Councils, optimising the use of flood model data to support emergency management planning, operations, community education, and risk communication.
Reporting to the Manager Emergency Management Planning, this role acts as the central point of contact between respective partners and plays a critical, strategic leadership role in aligning program resources, existing resources and subject matter expertise across VICSES. The program manager oversees governance processes; monitors timelines aligned to data releases, and ensures timely and consistent application of flood intelligence in emergency preparedness and community-facing products and initiatives.
This role supports the State Operations and Regional Service Delivery to meet the outcomes of their business plans and is a key contributor in enhancing VICSES’s ability to lead effective response capacity for Flood and Storm.
A flexible, and solutions focused approach with the ability to balance competing demands and to plan for and deliver specific outcomes within clearly defined time and resource constraints, is required for this position.
