Description: SAIC is seeking a highly motivated and committed Program Manager to join our dynamic team. The Program Manager will lead a contract team and also provide direct support to the customer program office fulfilling terms of the contract statement of work. This role encompasses leadership of a leading-edge engineering support program for a National Security space program in Chantilly, VA. The program team is composed of Subject Matter Experts (SMEs) in diverse fields such as physics, mathematics, RF, optics, space acquisition and operations, and intelligence collection and analysis. Together, we support the most advanced IC and DoD space programs, offering profound, technical work with significant national impact. Key Responsibilities: Serve as the primary point of contact for the Customer, managing contract-related, technical, administrative, and contractual aspects of the CPAF LOE contract. Ensure that all tasks within the Statement of Work (SOW) are executed efficiently, including management support and surge capabilities. Collaborate closely with Section Managers and SAIC Staffing to identify, hire, and mentor highly qualified staff, adhering to industry norms for talent acquisition in the Intelligence Community. · Build and maintain productive relationships with customer leadership, team members, vendors, and stakeholders involved in SETA services. Responsible for the staffing, management, quality assurance, and performance metrics associated with the contract, utilizing best practices in project management. Conduct corporate financial and technical reviews to measure program performance against industry standards. Ensure timely and accurate delivery of all Contract Data Requirements List (CDRL) items. Provide leadership, guidance, and resources to contract leads, program team leaders, and individual contributors. Oversee procurement of specialized hardware/ software to support space analysis and trade studies. · Manage staffing, quality, and performance on the contract, including oversight, coordination, and administration of multiple subcontracts. Required Qualifications: Must be US Citizen Active TS/SCI clearance with CI polygraph · Bachelor's degree plus 15 years of experience or substantial direct work experience in the customer community accepted in lieu of degree. · Recognized performance from the customer leadership team. · Proven project and/or contract management skills to successfully lead a high-performing team in delivering technical engineering services. · Technical expertise in space systems engineering, with a robust foundation in configuration management. · Strong communication skills, with the ability to thrive in a fast-paced, agile environment delivering technical results. · Proven project or contract management skills to successfully lead a high-performing team in delivering technical engineering services. Extensive knowledge of Intelligence Community (IC) operations and SETA services, including recent trends and technologies in the field. Relevant experience with IC organizations and procedures. Understanding of and experience with performance metrics commonly used in government contracts, such as Cost, Schedule, and Performance (CSP) indicators. · Excellent interpersonal skills, with ability for effective collaboration with internal and external stakeholders. · At least 5 years of experience in personnel management, as a Deputy Program Manager, Technical Lead, or Section Manager on NRO contracts. Desired Qualifications: · In-depth knowledge of National Security Space architecture and organizations (IC and/or DoD). · Experience managing complex, multifaceted projects involving diverse technical teams and deliverables. · Ability to drive innovation and continuous improvement within engineering and analytical processes.
