Our team, based in California, Maryland, requires an experienced and energetic leader who has the technical aptitude to manage complex and fast-moving Cost-Plus-Fixed-Fee service contracts. These professional services encompass the full spectrum of Program Office support, to include Acquisition, Finance, Business Analysis, IT and Cybersecurity, FMS, and a variety of SME support. Highly effective communication skills, a strategic mindset, and a customer-first philosophy are key traits in a successful NAVAIR Program Manager. Duties and Responsibilities: Act as DDG single point of contact for all assigned task orders ensuring cost, schedules, recruitment, retention, risk, and quality goals are met. Act as the overall lead, manager, and administrator for the contracted effort of ACAT I and II programs or manager across multiple teams. Oversee contractor and subcontractor execution of the contract requirements. Meet regularly with employees and PMA personnel to address program requirements, resources, and status to effectively address all questions and concerns from PMA leadership. Coordinate with the COR on overarching program direction and PMA status through fact-to-face meetings, conference calls, email, and phone communication. Work closely with project sponsors, cross functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives. Identify key requirements needed from cross-functional teams and external vendors. Develop and manage project timelines and be accountable for delivering against established business goals/objectives. Work with our Management teams to identify risks and opportunities across multiple projects within the department. Analyze, evaluate and overcome program risks, and produce program reports for management and stakeholders. Manage Acquisition and employment of program/project resources. Provide leadership, mentoring, and guidance to members of the DDG team to inspire excellence. Required Experience: DAWIA Level III PM. Minimum of 10 years of combined experience performing duties described in the functional description with at least 5 of those years supporting NAVAIR programs. Minimum of 15 years of experience working with Department of War, preferably NAVAIR, program management policies and procedures or like experience. Experience implementing policy, coordinating complex Navy procedures, developing project budgets. Outstanding working knowledge of change management principles and performance evaluation processes. Excellent communication skills and problem-solving ability. Strong customer relationship skills and expectation management. Strong attention to detail, organizational, multitasking, leadership, and problem-solving skills. Desired Experience: Experience supporting Air Traffic Control and Landing Systems, Shipboard Landing Systems, and rapid acquisition efforts. Education Requirements: MA/MS degree from an accredited college Or BA/BS Degree plus two (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.
