JOB OVERVIEW:

The Defense Health Agency (DHA) is seeking a skilled and detail-oriented Program Manager Senior to provide IT Human Capital Management Support. This role combines technical knowledge of IT systems with a strong foundation in human capital, recruiting, and manpower strategy. The selected candidate will be instrumental in shaping and maintaining workforce planning, performance management, and talent acquisition efforts across military and civilian personnel systems. The ideal candidate will bring deep understanding of DoD personnel regulations and thrive in a structured, mission-driven environment.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, Information Technology, or a related field.
  • Solid IT background with demonstrated experience supporting or managing technical teams or environments.
  • Experience in HR functions such as manpower planning, performance management, and recruiting.
  • Strong understanding of military manpower programs and relevant Army, Navy, and Air Force regulations.
  • Proficient in Microsoft Office (Word, PowerPoint, Excel, Outlook) and SharePoint.
  • Excellent verbal and written communication skills.
  • Highly detail-oriented, organized, and able to manage multiple priorities effectively.

PREFERRED QUALIFICATIONS:

  • Familiarity with the Department of Defense (DoD) and Defense Health Agency (DHA).
  • Prior experience supporting workforce planning in a federal or military environment.
    Strong interpersonal skills and experience working cross-functionally with senior leadership and technical teams.

    Job Type: Contract
    Pay: $130,000.00 - $160,000.00 per year

Responsibilities
  • Provide senior-level program management in support of IT Human Capital Management initiatives.
  • Lead efforts in manpower analysis, workforce planning, and performance management aligned with organizational goals.
  • Ensure compliance with Army, Navy, and Air Force military personnel and manpower policies and regulations.
  • Support HR and recruiting functions for IT roles, ensuring appropriate skill alignment and personnel readiness.
  • Develop reports, presentations, and dashboards using Microsoft Office Suite and SharePoint.
  • Collaborate with leadership on process improvements and staffing forecasts for legacy and modernization IT projects.
  • Coordinate across departments to ensure accurate data, documentation, and personnel tracking.
