POSITION SUMMARY: The Program Manager is responsible to ensure high quality services and effective daily operations of all aspects of Transition Age Youth (TAY) Single Site Programs including Mercy and John Burton Housing and collaborative oversite of San Francisco Independent Livings Skills Program (ILSP), including Guaranteed Income Pilot (GI). These programs provide direct services to individuals ages 18-24 years old at entry experiencing homelessness, and individuals ages 16-21 years old with lived experience in the foster care system, building skills development in education, employment, healthy living, financial literacy and housing for independent living preparedness. Duties include contract, site, services and human resource management including hiring, evaluation, coaching and training. The Program Manager is responsible to ensure program outcomes, train and support in best practice implementation, cultivate external opportunities and partnerships promoting youth in reaching self-sufficiency, organize community building events, coordinate with contract partner Stakeholders and supervise direct-service case managers, coaches and support staff. The Program Manager provides leadership congruent with agency policy, values and mission, provides management reports as required, and leads projects or functions as assigned. This work is done at Mercy and John Burton Housing Single Sites, in the ILSP Center, and in the community in person. All locations offer services during the business week, with ILSP Center being open 10-6:30pm. This position is expected to be onsite at the various locations a minimum of 4 days a week, and provide supports to the team in the community as needed.
Essential Duties and Responsibilities:

QUALIFICATIONS:

  • Bachelor’s degree required. Master’s degree in counseling, psychology or Social Work is a plus.
  • Two years of supervisory/management experience required.
  • A strong dedication to cultural competency that creates conditions that remove barriers and increase a sense of belonging
  • Prior program budget management experience is required for this role.
  • Direct Service Experience – at least 4 years of experience working with underserved and disadvantaged populations, preferably transition age youth, individuals with lived experience in foster care system, homelessness or affordable housing. Related MSW or equivalent degree can count for two experience years.
  • Knowledge of best practice housing and subsidy models a plus.
  • Demonstrated success organizing, managing and evaluating programs, events, campaigns or productions.Computer skills

    • Proficiency with Microsoft Office applications including MS Word, Excel, Access, and PowerPoint, Project and Outlook. Experience with database systems is a plus.

    • Strong Communication skills – Exceptional oral and written communication skills including the demonstrated ability to research, assimilate, and analyze information,
    • Academic/Career experience.
    • Computer/Software skills.
    • Availability for occasional evening and weekend work and some travel as needed.
