Description The ideal candidate will serve as Contract Program Manager for the Extreme Environments Life Support Branch Readiness Support Services contract supporting the Naval Surface Warfare Center, Panama City Division. Lead overall contract performance for a 100+ person team delivering program management, centralized asset sustainment, and fleet readiness support for critical Navy Chemical Biological Defense (CBD), Damage Control/Firefighting (DC/FF), and Anti-Terrorism Afloat (ATA) programs. Direct operations at the Fleet Consolidated Sustainment Facility (FCSF) in Fort Worth, TX, and multiple fleet support hubs across CONUS and OCONUS locations supporting Personal Protective Systems for Extreme Environments (PC20) and Surface Life Support Systems for Extreme Environments (PC34). Responsibilities Provide overall contract leadership with full authority to make binding contractor decisions; serve as primary interface with Procuring Contracting Officer (PCO) and Contracting Officer's Representative (COR). Lead and manage a distributed workforce of 100+ personnel across prime and subcontractor teams at FCSF Fort Worth, TX, multiple fleet support hubs, and NSWC Panama City Division. Plan, organize, and control resources, procedures, and protocols for all Extreme Environments Life Support Branch tasking; align PWS tasks to labor categories per Bureau of Labor requirements. Oversee Fleet Consolidated Sustainment Facility operations, including Warehouse Management Systems, inventory accountability, maintenance/repair, packaging, kitting, and distribution of CBD/DC/FF equipment. Engage with Navy stakeholders, including COMPACFLT, COMNAVSURFOR, Program Managers, ISEAs, and AEAs; prepare executive briefings, status reports, and staff documents. Submit monthly Contract Status Reports; ensure all deliverables meet Quality Assurance Surveillance Plan standards within two review cycles. Manage Service Contract Labor workforce, including collective bargaining processes; implement quality improvement processes and time/motion analyses.
