Description The Program Manager (PM) will serve as the primary interface with the Navy and provide overall leadership, direction, and oversight of all contract activities supporting NSWCPD Code 104. This role is responsible for ensuring project execution, team management, customer engagement, and delivery of cybersecurity and IT support services in compliance with Department of Navy, NAVSEA, and DoD requirements. Responsibilities Act as the overall program lead and principal point of contact (POC) with the Navy. Provide strategic oversight and ensure resources, schedules, and deliverables are aligned with contract requirements. Lead a team of cybersecurity, information assurance, and IT professionals, including ISSOs, ISSMs, Navy Qualified Validators, and analysts. Ensure continuity of services, including transition planning and coordination with successor contractors, as outlined in FAR 52.237-3. Supervise personnel performance, validate work products, and review deliverables prior to Navy submission. Maintain compliance with cybersecurity and information assurance policies, Risk Management Framework (RMF) processes, and NAVSEA requirements. Serve as the primary liaison for subcontractors, stakeholders, and Navy program managers. Prepare and present status reports, risk assessments, schedules, and project documentation to Navy stakeholders. Identify risks, track mitigation efforts, and implement corrective actions to maintain mission readiness. Requirements Education: Bachelor’s degree in Computer Science, Information Technology, Communications Systems Management, or other STEM discipline OR Project Management Professional (PMP) certification in lieu of degree. Experience: Minimum 10 years of experience managing teams in information technology. At least 5 years’ experience in information assurance or cybersecurity program management. Demonstrated experience as a Program Manager and interface with the Navy in large-scale IT/cybersecurity programs. Skills & Knowledge: Strong understanding of DoD Risk Management Framework (RMF), A&A processes, and cybersecurity lifecycle management. Proven ability to lead multidisciplinary teams and oversee cost, schedule, and performance in a federal contract environment. Excellent oral and written communication skills with experience briefing Navy leadership. Security Clearance Requirements Active Secret clearance
