Description
The Program Outreach Engineer is responsible for supporting user engagement activities across the Intelligence Community to implement new collection capabilities and help drive changes to IC tradecraft. Support training, exercise, and operational support to IC partners by identifying customer technical capabilities that contribute to end users’ success. Provides strategic planning and senior staff support, including strategic and operational engagement coordination, scheduling and meeting logistics. Assist customer strategic messaging formulation, track user needs, capture senior leader direction for updates to messaging. Captures user needs and formulates them into recommended requirement updates within a systems engineering/ agile construct. Provide expert advice, in-depth training, and exercise / operational support to IC partners by identifying customer capabilities that contribute to users’ success. Generate intelligence summaries for SPO leadership consumption and PMR briefings. Executes customer strategic messaging, user needs tracking, business intelligence and data metrics capture, and customer relationship management and monitoring. Frequent interaction with government, SETA, FFRDC, and external stakeholders. Qualifications - U.S. citizenship. Active TS/SCI clearance with Poly. Bachelor’s degree from accredited institution and 9+ years of domain experience; 15 years of experience accepted in lieu of a degree. Possess strong understanding of GEOINT tasking, collection, processing, exploitation, and dissemination (TCPED). Experience identifying user needs and gaps, identifying potential solutions, and assessing/analyzing alternatives. Demonstrated performance working in a high visibility position that requires self-motivation; strong technical and leadership background; professional and tactful under pressure. Must have excellent communications skills, both written and verbal, for coordinated communications with organizations and representatives throughout the IC and DOD, including senior military and government civilian personnel and contractors. Experience with the latest versions of Microsoft Office Excel and PowerPoint products.
