The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation’s overall business performance, deliver added value to our shareholders, reduce leakage, and promote consistent and cost-effective solutions across strategic business units, projects, and locations.
This position provides oversight for subcontract management activities on a Fluor program and will act as a lead subcontract manager. This role is expected to directly supervise subcontract managers and subcontract administrators and provide project staffing solutions including manpower estimates. Through assigned subcontract administrators, this role assures compliance with all statutes, regulations, and contract terms and conditions. The position requires the subcontract manager to report to project, department, and company management on the health of the assigned contract(s); participate in developing and approving contracting strategies generally directly reporting through a senior contract manager. The individual will review and approve subcontract awards within their delegated authority, generally for mid to large contracts. The lead subcontract manager will:
- Administer moderately large and complex project subcontracts
- Facilitate negotiations of subcontract terms and conditions, analyze commercial sections of proposals, and review technical proposal evaluations and technical scopes of work including interface and coordination with all project disciplines (project controls, legal services, project management, construction, engineering, finance/accounting, and client)
- Develop final proposal evaluations, prepare subcontract recommendations, and present recommendation to project team and/or client
- Support subcontract management activities on large-scale projects; duties may include assisting multiple subcontract administrators and/or subcontract managers with the preparation and execution of pre-award and post-award activities
- Conduct and maintain continuing review of progress of each project subcontract and provide management with information pertaining to any financial, technical, or commercial difficulties

- Accredited four (4) year degree global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

- Coordinate/maintain control of department instructions, policies, and standards of operation
- Lead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents
- Perform subcontract management post-award activities through evaluating and statusing of contractors’ productivity, schedule adherence, contract change management, invoicing and claims avoidance
- Perform closeout of subcontracts, finalize outstanding contract issues, issue of final modifications, invoices, and coordinate completion of contractor performance evaluations
- Review and modify Discipline Interface Matrix in accordance with project staffing and executions requirements
- Develop and maintain Project Subcontracts Department effort-hour budget
- Establish and prepare revised terms and conditions or Special Terms; obtain approval from Legal Services
- Perform resource survey’s
- Prepare and issue department/strategic business unit/functional reports
- Interface with all levels of the program and projects team and be able to represent and interface with all levels of internal and/or external management and corporate organization persons; conduct meetings with interfacing disciplines in the support of scope or commercial term development
- Be proactive with contractors to ensure subcontract compliance, generation of progress schedules, daily and other status reports, invoices, and supporting documents in a timely manner
- Aid in Prime Contract Administration as requested
- Participate in the development of functional organizational talent through active informal and formal mentoring, prepare performance assessments of subcontracts personnel, provide “on-project” functional and cross-functional training
- Maintain a working knowledge of the Company’s Contract Management Standards, programs and goals by planning and applying Contract/Subcontract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University® training and the use of Fluor’s knowledge management portals and communities
- Stay current/updated with Contract Management practices and procedures; remain informed of current developments and potential changes within the Contract Management group
PREFERRED QUALIFICATIONS
- Accredited degree or global equivalent in Business, Construction Management, or Law
- Ten (10) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects
- Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation
- Strong understanding of contracting principles and legal terms and conditions
- Broad understanding of the construction industry and contract language associated engineering, procurement, fabrication, and construction/construction management (EPFC/CM)
- Experience with administering the Request for Proposal (RFP) process for contractors on heavy industrial construction projects
- Extensive experience and knowledge in contract formation and contract administration required
- Domestic/international field assignment experience preferred; international project experience preferred
- Experience in managing the Contractor pre-qualification process
- Experience in conducting commercial evaluations, including the questions and answers (Q&A) and clarifications process with bidders
- Experience in negotiating commercial terms and the final contract price with bidders
